About the role

Key responsibilities & impact
  • Review and verify payroll records, benefit statements, employer training contributions, and apprenticeship paperwork for compliance
  • Evaluate contractors’ DIR and CSLB information for registration, licensing, and workers’ compensation compliance
  • Ensure timely submission of California DAS 140s, DAS 142s, federal certified payroll, and state certified payroll
  • Review fringe benefit statements and request missing or revised documents
  • Participate in audits and calculate underpayments, fines, and penalties
  • Support investigations of prevailing wage, benefit payment, and apprenticeship violations
  • Take statements, compile reports, and complete case files
  • Compose payment-request letters and follow up with third-party requestors
  • Submit monthly reports to the Project Manager or Client Project Manager
  • Conduct job site visits, worker interviews, and field compliance reviews
  • Monitor subcontractor labor compliance performance and corrective actions
  • Maintain accurate, audit-ready records in labor compliance tracking systems such as LCP Tracker
  • Ensure prevailing wage compliance across multiple states and jurisdictions and communicate regulatory changes
  • Support internal certified payroll processes using required software and DIR-mandated sites
  • Supervise, coach, performance-manage, balance workloads, and support professional development for Labor Compliance Associates and Senior Labor Compliance Associates
  • Participate in team meetings and provide input on regulatory updates, policy changes, and best practices

Requirements

What you’ll need
  • Minimum 8 year's experience in labor compliance management or labor agreement administration, demonstrating progression beyond an associate-level role
  • Must be able to travel to customer sites as needed in the State of California
  • Strong working knowledge of and experience with labor compliance programs, Department of Industrial Relations, Federal Davis-Beacon Act, California Labor Codes and construction industry practice
  • Must successfully complete a background investigation
  • Experience supervising and developing labor compliance professionals in a fast-paced environment
  • Experience conducting job site visits, worker interviews, and field compliance audits
  • Demonstrated ability to interpret and apply varying state prevailing wage laws, labor standards, and agency requirements
  • LCP Tracker knowledge
