About the role
Key responsibilities & impact- Facilitate and provide QA/QC oversight for field implementation of NLR's Construction Quality Management program and related programs and procedures
- Develop working knowledge of contract documents, plans, specifications, and applicable codes
- Review project-specific QA/QC plans, scopes of work, and work procedures
- Develop engineering procedures for document control, submissions management, RFI tracking, material samples, testing schedules, and punch-list items
- Implement project-specific QA/QC plans in coordination with project safety plans
- Establish relationships with Site Operations, architects, consultants, subcontractors, and vendors
- Coordinate Quality Control procedures with project execution plans and schedules
- Improve strategies and tools for documenting, tracking, and recording compliance
- Facilitate third-party inspections and testing; analyze and report results
- Oversee punch lists, corrective work, project close-out, and quality reports
- Monitor, assess, trend, and report management systems data
- Participate in ESHQ assessments, readiness verifications, inspections, and essential meetings
- Plan, perform, and coordinate ISO assessments, DOE surveillances, self-assessments, and observational monitoring
- Lead or support corrective actions and causal analysis resulting from investigations and assessments
- Manage, verify, and perform effectiveness reviews for corrective actions
- Identify measuring and test equipment and calibration requirements; establish protocols and track status
- Develop and disseminate best practices and lessons learned
- Develop or provide quality-related training to facility operations staff
- Support configuration management, change control, and facility maintenance management processes
- Contribute to lab-wide quality process development, implementation, and improvement
- Provide quality assurance for Integrated Safety and Management and Environmental Management Systems
- Review and verify training and qualification records for staff and subcontractors
- Support special projects and initiatives led by the ESHQ Office
Requirements
What you’ll need- Relevant bachelor's degree and 9 or more years of experience, or equivalent relevant education/experience
- Relevant master's degree and 7 or more years of experience, or equivalent relevant education/experience
- Relevant PhD and 4 or more years of experience, or equivalent relevant education/experience
- Relevant JD and 4 or more years of experience, or equivalent relevant education/experience
- Must meet educational requirements prior to employment start date
- Extensive technical expertise and knowledge of related disciplines
- Extensive knowledge of laws, regulations, principles, procedures, and practices related to the field
- Excellent leadership, project management, and problem-solving skills
- Ability to use various computer software programs
- Knowledge of the construction process, means and methods, materials, characteristics, installation procedures, and tolerances
- Very strong written and verbal communication skills
- Ability to adapt quickly and easily to new and challenging situations
- Trade experience in new construction is preferred
- Experience with multiple Quality Management Systems is desired, including ISO-9001, ISO-14001, ISO-17025, ISO 45001, ANSI-Z1.13, DOE O 414.1, and CMMI
- Current or previous quality management certifications and/or Project Management Professional certification are preferred
- Proven experience and knowledge of DOE policies and regulations are preferred
- Experience with formal work planning and control and conduct of research practices is preferred
- Experience implementing Integrated Safety Management best practices is preferred
- Experience working collaboratively with diverse science and engineering research staff is preferred
- Experience with Procore is preferred
- OSHA 30-hour certification is preferred
- Must be able to obtain and maintain a federal PIV card, including a favorable background investigation
- Must pass a pre-employment drug test
