About the role
Key responsibilities & impact- Lead an assigned portfolio of subrecipient programs for the Illinois Regional Care Coordination Agency
- Monitor subrecipient performance, deliverables, compliance, and fiscal activity
- Make sound program decisions and resolve issues within delegated authority
- Interpret governing authorities, assess risk, and escalate matters beyond delegated authority
- Coordinate work across teams through influence rather than supervisory authority
- Apply federal and Illinois grant administration requirements in practical situations
- Review subrecipient invoices, spending data, documentation, and reimbursement processes
- Create risk-based monitoring plans and distinguish one-time issues, trends, follow-up needs, and broader program problems
- Write findings, recommended determinations, and escalation summaries
- Build relationships with subrecipients, fiscal staff, subject matter experts, RCCA leadership, colleagues, and partners
- Plan agendas, prepare meeting materials, facilitate meetings, and produce minutes and follow-up documentation
- Manage priorities, deadlines, documents, budgets, resources, and timelines
- Use Microsoft Office and grants management, business management, and accounting systems
- Set expectations, agree on timelines, follow up consistently, and resolve barriers across a matrixed team
- Identify root causes, anticipate risks, and recommend improvements
- Translate AHP’s strategic plan and CTTAC business unit strategy into program-level decisions
- Provide input for standard operating procedures and work breakdown structures
Requirements
What you’ll need- Bachelor’s degree and 10 or more years of high-complexity applicable work experience, or master’s degree and 7 or more years of complex experience
- Experience with grants administration, stakeholder engagement, leadership and team building, project implementation, or evaluation
- Working knowledge of federal grants management under 2 CFR Part 200
- Working knowledge of Illinois grants administration under GATA
- Knowledge of grant funding structures, awarding agencies, pass-through entities, and subrecipients
- Knowledge of contracting processes and statement of work construction
- Working knowledge of nonprofit fiscal operations, documentation requirements, and reimbursement processes
- High-level knowledge of Illinois substance use policy and service systems
- Intermediate knowledge of implementation science
- Understanding of adult learning principles
- Ability to interpret grant and federal requirements and analyze complex or novel program situations
- Ability to create risk-based monitoring plans and review performance and spending data
- Ability to write clear findings, recommended determinations, and escalation summaries
- Ability to facilitate meetings and prepare agendas, materials, minutes, and follow-up documentation
- Proficiency with Microsoft Office, especially Excel, Teams, Planner, and SharePoint
- Ability to work across grants management, business management, and accounting systems
- Ability to exercise independent judgment and recognize when to escalate matters
- Ability to identify root causes, anticipate risks, and recommend practical improvements
- Ability to work collaboratively with diverse groups in complex and demanding situations
- Applicants must be currently authorized to work in the United States on a full-time basis
- Must reside and perform work within the United States or its territories
- Ability to travel throughout Illinois and to AHP’s Chicago Office for meetings and training
