About the role
Key responsibilities & impact- Serve as technical and business manager for designated major building projects from preliminary planning through design, construction, equipment installation, and occupancy
- Guide and implement nationwide building designs, construction, and improvements for Indian Affairs facilities
- Manage large and complex task orders or groups of related task orders
- Work with the Government Contracting Officer’s Representative, task-order CORs, government management personnel, and customer agency representatives
- Monitor and track designated design and construction projects
- Support the assigned federal project manager
- Provide routine accomplishment reports to appropriate officials and offices
- Develop project Programs of Requirements, drawings, and specifications for major construction projects
- Manage and control planning, design, and construction contracts or grants with A-E, tribal, or tribal-organization contractors/grantees
- Develop and implement performance measures for construction performance and progress
- Manage programs, monitor compliance with specifications, detect deficiencies, and implement corrective actions
- Analyze project performance and progress using Earned Value Management data and other industry metrics
- Provide project information to senior officials
- Develop briefings, reports, position papers, and drawing reviews for management officials, federal agencies, and Tribes
- Negotiate and establish effective relationships with supervisors, managers, tribal officials, A/E firms, and contractors
Requirements
What you’ll need- Successful completion of a full 4-year course of study at an accredited college or university leading to a bachelor’s or higher degree in professional architecture or engineering
- Mastery of architectural principles, concepts, and practices
- Mastery of general engineering principles, concepts, and practices
- Ability and experience to lead professional and technical workers
- 5+ years of experience in construction project management
- Extensive construction project management experience, including PMI best practices, internal controls, project status reporting, management decision making, and documentation
- Building code inspection experience
- Experience with vertical design-build construction and budgeting
- Knowledge of facilities planning, architecture, engineering, federal facility-management laws, policies, regulations, industry codes, and standards
- Experience using information management systems for project data and status reporting
- Ability to manage planning, design, and construction contracts or grants, including Design Build
- Experience with economic forecasting and costing for diverse building types and locations
- Experience in procurement processes for architect/engineering service contracts, P.L. 93-638 contracts, and P.L. 100-297 grants
- Ability to use Earned Value Management data and performance metrics
- Demonstrated negotiation and interpersonal relationship skills
- Excellent communication skills and experience developing briefings, reports, position papers, and drawing reviews
- Professional Registration is preferred
- Professional Engineering licensure is preferred
- PMP certification is preferred
