About the role

Key responsibilities & impact
  • Assess the current ILI surveillance system against CDC evaluation attributes, including data quality, timeliness, sensitivity, and representativeness, and produce a findings and recommendations report.
  • Design and develop an enhanced surveillance data repository with automated ingestion, processing, and monitoring of daily facility export files.
  • Build automated alert and notification logic for missing, delayed, or incomplete data submissions from participating facilities.
  • Develop standardized reporting pipelines that produce surveillance outputs at national, Area, and facility levels.
  • Create interactive dashboards and visualization tools using Power BI or Qlik to support operational public health reporting.
  • Produce comprehensive technical documentation, including data flow diagrams, business rules, transformation logic, standard operating procedures, and a user guide, so IHS can own and maintain the system independently.
  • Lead knowledge transfer sessions and develop onboarding materials to equip IHS staff to operate and expand the system after project completion.
  • Modernize and strengthen influenza-like illness syndromic surveillance capabilities for the Indian Health Service and support public health decision-making for I/T/U communities.

Requirements

What you’ll need
  • Demonstrated experience designing and developing automated data pipelines and ETL workflows for public health, surveillance, or epidemiologic data systems.
  • Proficiency in programming languages and scripting used for data processing and automation (e.g., Python, R, SQL, or equivalent).
  • Experience building dashboards and data visualizations using Power BI or Qlik.
  • Ability to develop and maintain technical documentation, including data flow diagrams, data dictionaries, business rules, and standard operating procedures.
  • Experience working with health data systems and an understanding of data governance, privacy, and security requirements in a government or healthcare context.
  • Demonstrated ability to collaborate across multiple organizational levels and with technical and non-technical stakeholders.
  • Ability to work fully remotely and deliver on structured milestone-based timelines.
  • MUST BE US CITIZEN
  • Prior experience supporting syndromic surveillance, epidemiologic analytics, or public health informatics, particularly systems aligned with CDC surveillance guidelines or cooperative agreement programs.
  • Familiarity with IHS, Tribal, or Urban Indian health program data environments or I/T/U reporting workflows.
  • Experience modernizing legacy public health data systems, including assessing system performance against CDC surveillance evaluation attributes.
  • Background developing automated monitoring frameworks that detect data completeness issues, reporting gaps, or participation anomalies.
  • Experience producing system roadmaps or expansion plans that enable non-technical program staff to carry work forward independently.
