About the role

Key responsibilities & impact
  • Ensure the property portfolio is maintained in good condition in compliance with regulatory requirements, particularly those relating to asbestos, lead and Legionella
  • Manage emergency situations involving the safety of people and property
  • Lead major maintenance and component replacement projects across the existing property portfolio
  • Manage projects from preliminary planning through to handover
  • Represent Alpes Isère Habitat to partners and contractors
  • Provide technical expertise for the delivery of works programs
  • Draft standard specifications and analyze Technical Asbestos Files (DTA) and Lead Exposure Risk Reports (CREP)
  • Define technical requirements and manage projects through to handover
  • Lead projects relating to major building defects and components presenting safety risks
  • Monitor five-yearly technical inspections of elevators
  • Commission and coordinate preliminary studies
  • Lead multi-year programs, particularly the renovation of playgrounds
  • Prepare tender documents, analyze bids and monitor works
  • Manage emergency works in compliance with public procurement procedures
  • Establish and facilitate cross-functional project teams
  • Coordinate the project management team, inspection bodies, health and safety coordinators, and contractors
  • Lead engineering studies and administrative planning procedures
  • Conduct works tenders in coordination with the Procurement Department
  • Ensure works progress smoothly, implement corrective actions and organize handovers
  • Ensure the technical and financial viability of projects
  • Optimize project financing and monitor budgets through to project closeout
  • Participate in consultation processes with tenants and tenant associations
  • Incorporate social considerations into the definition and implementation of projects
  • Ensure the technical, administrative, financial and legal closeout of projects
  • Organize lessons-learned reviews and apply the findings
  • Collect and file as-built documentation and update property portfolio data
  • Contribute to the development of departmental skills, the updating of the housing standards framework, and technological and regulatory monitoring

Requirements

What you’ll need
  • Master’s degree (Bac+5 equivalent), preferably in building engineering or thermal engineering
  • At least five years of significant experience in real estate project development or architecture
  • Multidisciplinary knowledge of the building sector, including building technology, energy, urban planning, legal, financial and regulatory matters
  • Strong knowledge of the legal and financial aspects of project development and public procurement law
  • Proficiency in the digital tools required to manage projects, including business software, digital modeling and office productivity tools
  • Ability to use technical software applications
  • Ability to manage complex projects
  • Knowledge of and curiosity about technical developments in the field
  • Strong team and meeting facilitation skills
