About the role
Key responsibilities & impact- Lead development impact fee and linkage/nexus studies establishing legally defensible fee schedules
- Build growth projections, level-of-service standards, and capital improvement inventories by fee category
- Prepare nexus analyses establishing proportionate share and maximum justified fees
- Develop fee schedules, credits, exemptions, and financial feasibility tests
- Draft Capital Improvements Elements, fee reports, and ordinance-ready recommendations
- Present findings to councils, advisory committees, and development stakeholders
- Contribute qualifications and past-performance narratives to AlphaGov proposals when authorized to be named
- Confirm scope, schedule, and fee before each engagement begins
Requirements
What you’ll need- At least 5 years of professional experience preparing development impact fee, linkage fee, or nexus studies for public agencies
- Working knowledge of state impact fee enabling statutes (e.g., Georgia DIFA, California Mitigation Fee Act)
- Strong financial modeling skills
- Comfortable as a 1099 project-based consultant
- Housing linkage or affordable-housing nexus study experience
- Public hearing / council presentation experience
- AICP or public finance background
