About the role
Key responsibilities & impact- Assess port, maritime, logistics, and adjacent-industry workforce demand, occupational pathways, and skills gaps
- Design or strengthen recruitment, pre-apprenticeship, apprenticeship, training, and placement pipelines
- Convene employers, labor partners, training providers, community organizations, and municipal workforce programs
- Build program models, partnership agreements, implementation plans, budgets, and performance measures
- Analyze labor-market and program data and turn findings into recommendations agency leaders can act on
- Support participant-centered design, outreach, and continuous-improvement reviews of workforce programs
- Contribute qualifications and past-performance narrative to AlphaGov proposals when authorized to be named
- Work on current workforce projects with port authorities, cities, and regional workforce boards
- Confirm scope, schedule, and fee before any engagement begins
Requirements
What you’ll need- Demonstrated experience designing or managing workforce development programs, sector partnerships, or talent pipelines
- Knowledge of employer engagement, training-provider coordination, career pathways, and participant-support models
- Strong program design, facilitation, partnership management, and performance-measurement skills
- Comfortable as a 1099 project-based consultant, remote-first with travel to port and partner sites when a project calls for it
- Experience with ports, maritime operations, logistics, transportation, or skilled-trades workforce systems
- Familiarity with WIOA, Registered Apprenticeship, sector-partnership, or economic-development programs
- Experience serving port authorities, large urban agencies, or multi-partner workforce grants
