About the role

Key responsibilities & impact
  • Assess commercial, industrial, and apartment properties in Anoka County
  • Research, classify, and value property to provide fair and equitable property assessments
  • Produce detailed appraisal reports
  • Conduct ongoing field inspections and property valuations
  • Examine and evaluate property to establish fair market value for taxation
  • Perform on-site inspections to determine property condition
  • View and inspect parcels in assigned assessment districts for changes from prior assessments
  • Verify property classification and land type breakdown
  • Provide property owners information about assessment law, valuation procedures, homesteading, and classification
  • Communicate with taxpayers about sensitive financial matters
  • Monitor surrounding-property trends and interpret real estate trends
  • Handle negotiations and prepare for tax court; testify on property assessment matters
  • Handle appeals for Local and County Board of Appeal and Equalization
  • Prepare and update field notes documenting assessment changes
  • Review parcels and applications for special programs
  • Provide appraisal reports and ensure accuracy and regulatory compliance
  • Provide leadership, coaching, and/or mentoring to a subordinate group

Requirements

What you’ll need
  • Requires a bachelor’s degree and at least 4 years of job-related experience
  • Possess an Income Qualified – Certified Minnesota Assessor License (CMA-IQ)
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
  • Successfully pass driver’s license background check
  • Preferred: Degree in Business, Mathematics, Public Administration, Real Estate or Statistics
  • Preferred: Accredited Minnesota Assessor (AMA) License
  • Preferred: Licensed Real Property Appraiser, or Certified Residential Real Property Appraiser
  • Strong verbal and written communication skills
  • Ability to work in office and county work sites, including unfinished structures, construction areas, rough terrain, and changing weather conditions
  • Ability to handle contact with uncooperative, angry, and sometimes hostile clients
  • Required close vision, distance vision, ability to adjust focus, and color vision
  • Required hearing abilities for general and phone communication, signals, and machine sounds
  • Ability to detect, discern, and tolerate a wide range of scents
  • Cognitive abilities including problem solving, prioritization, memory, interpreting written documents, and general mathematical skills
  • Ability to perform varied physical activity, including bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment
  • Regular lifting of 0-25 lbs. and occasional lifting of up to 75 lbs.
  • Ability to use computers, phones, standard office equipment, inspection and surveying equipment, digital cameras, tape measures, and personal protective equipment
  • Ability to drive a county vehicle and/or personal vehicle between work sites
  • Ability to pass required pre-employment criminal/driving background check, drug screen, DOT physical, and/or other qualification checks
