About the role

Key responsibilities & impact
  • Prepare SOW, PWS, SAMP, APB, FM worksheet, program protection plan, and annual spend plan builds for assigned programs
  • Manage program cost, schedule, performance, and risks; formulate proposed mitigations
  • Support and conduct portions of market research
  • Execute price and cost analysis to review proposals, expenditures, and established rates; determine price reasonableness or negotiation positions
  • Apply funding rules associated with multiple types of appropriations
  • Apply government contracting case law to contracting situations
  • Support contracting negotiation, administration, and termination activities across contract types
  • Maintain current program information and organize data for management decision-making
  • Prepare reports and briefings on program status, policies, procedures, and acquisition milestones
  • Support cost/benefit analysis
  • Analyze program effectiveness and efficiency; develop recommendations for improvement
  • Answer data calls and inquiries on program policies and procedures
  • Monitor programs for compliance with policies and procedures
  • Research ways to eliminate program bottlenecks and barriers to production
  • Support government counterparts in developing solutions to program issues
  • Maintain the PEO-TIS programmatic portfolio and perform records and file maintenance

Requirements

What you’ll need
  • Must be a US citizen
  • Must have and be able to maintain a TS clearance with SCI Eligibility
  • DAWIA Practitioner (formerly Level II) Equivalency in the Program Management field, or ability to attain within 6 months of hire with approved customer deferral
  • Bachelor’s degree in business or a technical field
  • 10 years of DoD acquisition experience
  • 3 years of DoD experience in Military Communications
  • Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System”
  • Working knowledge of project management/scheduling software applications such as MS Project
  • Experience with task management systems
  • Proficient in building executive-level briefings
  • Able to apply acquisition experience to formulation and consolidation of official responses to taskers, RFIs, etc.
  • Preferred: Master's degree in Business or Acquisition and 10 years DoD acquisition experience
  • Knowledge of SOF-unique acquisition processes is valued
  • Experience staffing SAMPs, APBs, and 70-1 documents for projects, combat evaluations, and studies highly desired
  • Experience staffing FM worksheets for AF9 and DD448 funding, spend plan build development, market surveys, and technical evaluations highly valued
