Key responsibilities & impact- Develop research, development and acquisition management system documentation, including SOWs, PWSs, SAMPs, acquisition strategies, APBs, ADMs, test and evaluation plans, fielding and deployment releases, program protection plans, spend plans, technology insertion roadmaps, transition agreements, congressional briefings and POM planning documents
- Collect and analyze metrics and requirements from supported organizations
- Develop elements of program acquisition strategies
- Support and conduct market research
- Keep program information current and organize data for management decision-making
- Prepare reports and briefings on program status, policies and procedures in support of acquisition program milestones
- Support cost/benefit analysis
- Analyze program effectiveness and efficiency and develop recommendations to improve operations
- Answer data calls and inquiries on program policies and procedures
- Monitor programs for compliance with policies and procedures
- Manage program cost, schedule, performance and risks
- Coordinate program information with personnel
- Interpret regulations and directives to determine their impact on programs
- Determine requirements and support government counterparts in executing programs according to plans
- Modify program policies and procedures based on regulatory changes
- Research ways to eliminate program bottlenecks and production barriers and support development of solutions to program issues
- Oversee resource allocation based on program requirements
- Maintain broad understanding of assigned acquisition programs and develop acquisition, funding and congressional documentation
- Apply business practices and market conditions to program and technical acquisition requirements
- Apply price and cost analysis to review proposals, expenditures and rates, determine price reasonableness and establish negotiation positions
- Apply funding rules associated with multiple types of appropriations
- Apply government contracting case law precedents to contracting situations
- Apply contracting negotiation, administration and termination principles, policies, procedures and technical requirements across contract types
Requirements
What you’ll need- Must be a US citizen
- Must have and be able to maintain a TS clearance with SCI Eligibility
- DAWIA Practitioner (formerly Level II) Equivalency in the Program Management field
- Must have completed DAWIA Practitioner non-resident course prerequisites in Program Management or complete within 6 months of hire with approved customer deferral
- Bachelor’s degree in acquisition/business or related field
- 10 years of DoD acquisition experience
- 3 years DoD experience in Information Technology
- Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System” and the Defense Acquisition Framework process
