About the role

Key responsibilities & impact
  • Lead execution and delivery of the TEMPO contract
  • Oversee AVIAN employees and assigned subcontractor personnel supporting government leadership and customer program offices
  • Ensure delivery meets contract requirements, funding, labor categories, security requirements, quality standards, and AVIAN policies
  • Lead, develop, retain, and manage performance of the TEMPO CSS workforce
  • Develop team leads and emerging leaders and establish succession coverage
  • Serve as senior operational representative to government leadership, the COR, customer program offices, subcontractor leaders, and authorized stakeholders
  • Build customer and partner relationships and anticipate customer needs
  • Develop and execute workforce plans for qualified and cleared personnel
  • Ensure completion of contract, security, and role-specific training
  • Hire for AVIAN TEMPO positions, including defining requirements, interviewing, selecting, onboarding, and placement
  • Coordinate subcontractor staffing, performance, quality, workshare, and issue resolution
  • Own CDRL deliverables, including Monthly Status Reports
  • Manage staffing, deliverables, customer satisfaction, financial results, funding, labor utilization, subcontractor costs, forecasts, invoicing support, risks, and corrective actions
  • Lead cross-functional issue resolution and implement measurable improvements
  • Partner with Contracts, Project Controls, Accounting and Finance, Human Resources, Security, Quality, Talent Acquisition, and TFS leadership
  • Report status, financial outlook, risks, corrective actions, and recommendations to leadership
  • Support approved business-development, capture, proposal, past-performance, and recompete efforts

Requirements

What you’ll need
  • Bachelor’s degree in engineering, business, or a technical discipline
  • At least four years of management experience
  • Active U.S. DoD Secret security clearance
  • Ability to obtain and maintain Top Secret eligibility as required
  • Experience leading complex DoD services programs or comparable contract-delivery operations
  • Experience with contract execution, customer engagement, subcontractor coordination, financial stewardship, risk management, and deliverable compliance
  • Direct supervisory leadership experience, including performance management, employee engagement, coaching, development, retention, delegation, and leadership-bench building
  • Ability to independently lead cross-functional teams and analyze complex delivery, workforce, financial, and customer issues
  • Ability to communicate decision-ready recommendations to senior stakeholders and drive measurable operational improvement
  • Experience working in DoD or Naval Air Systems Command (NAVAIR) environments
  • U.S. Citizenship required
  • Desired: prior Program Manager experience leading a complex DoD services contract
  • Desired: active U.S. DoD Top Secret security clearance
  • Desired: experience supporting NAVAIR, NTWL, TEMPO, or related Navy acquisition and test-and-evaluation organizations
  • Desired: hiring-manager experience
