About the role

Key responsibilities & impact
  • Lead pre-award activities, subcontracting strategy, and major contract negotiations
  • Support proposal and estimating teams
  • Manage key trade partner relationships
  • Oversee Contract, Subcontract, and Procurement functions
  • Collaborate with Estimating and Operations to develop project subcontracting strategies
  • Identify, pre-qualify, and develop bidder lists of subcontractors and vendors
  • Develop bid-ready RFP packages and complete Scopes of Work
  • Manage formal bidding processes, including RFPs, RFIs, and addenda
  • Lead commercial bid analysis and bid tabulations
  • Negotiate major subcontracts and purchase orders
  • Draft final subcontract agreements and exhibits
  • Present award recommendations to senior management
  • Support subcontract kick-off meetings and verify subcontractor compliance documentation
  • Monitor subcontractor progress, risks, performance issues, and schedule slippages
  • Support development of mitigation plans
  • Oversee subcontract change order processes and audit change logs
  • Support validation and processing of subcontractor payment applications and invoices
  • Track back-charges, claims, and disputes
  • Support subcontract closeout, including punch lists, lien waivers, warranty documentation, and retainage releases
  • Travel periodically to project sites to support subcontract management and contractual compliance

Requirements

What you’ll need
  • Deep understanding of contract law, procurement principles, and risk management specific to the heavy construction industry
  • Proven ability to lead complex, high-stakes negotiations and resolve disputes amicably and professionally
  • Strong understanding of cost control, invoice validation, and the financial impact of change orders and claims
  • Exceptional written and verbal communication skills
  • Ability to communicate complex contractual concepts to operations teams and senior leadership
  • Practical, hands-on understanding of field operations, construction sequencing, and safety
  • Ability to read and interpret engineering drawings and specifications
  • Meticulous attention to detail and ability to manage multiple high-value subcontracts simultaneously
  • Direct project experience within the Heavy Civil, Industrial, or Power sectors is required
  • Proven experience managing individual subcontracts valued greater than $10 million
  • Experience with various project delivery models, such as EPC, Design-Build, Target Price and Lump Sum, is highly desirable
  • Proficient in Microsoft Office Suite
  • Experience with construction management software (e.g., Procore, Viewpoint) and Vista ERP systems is preferred
  • Must be willing and able to travel periodically to Project Sites, as required
