About the role

Key responsibilities & impact
  • Oversee work and assign work to Water/Wastewater Department employees
  • Manage small and large complex projects involving special skills and multidisciplinary teams
  • Develop client relationships and serve as client manager
  • Prepare and monitor project scopes, budgets, and schedules
  • Manage plans, specifications, and technical reports for water, wastewater, and municipal projects
  • Manage feasibility studies, preliminary engineering reports, and evaluation reports
  • Represent the company in client and agency meetings
  • Make independent project management and project engineering decisions
  • Coordinate efforts and ideas with peers and management
  • Ensure designs, specifications, and reports meet quality objectives and agency criteria
  • Prepare engineering proposals and statements of qualifications with business development and marketing teams
  • Plan department workload and budget
  • Direct staff efforts and development
  • Build project teams and assign staff based on skills and availability
  • Monitor engineer performance and evaluate staff based on client satisfaction, schedules, budgets, billings, and QA/QC
  • Support staff performance evaluations
  • Provide knowledge transfer and coaching

Requirements

What you’ll need
  • ABET accredited B.S. degree in Civil Engineering, Environmental Engineering, or applicable alternate engineering degree
  • Registered Professional Engineer in the State of Texas or ability to acquire registration through reciprocity
  • 5 or more years of related experience in project management and design
  • 10 or more years of progressive experience in consultant civil engineering
  • Broad knowledge of engineering principles and advanced engineering expertise
  • Experience designing water and wastewater projects, including water plants and wastewater treatment plants
  • Experience with municipal utility districts and/or local municipalities
  • Ability to present information and respond to questions from managers, clients, and the public
  • Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, and governmental regulations
  • Ability to write reports, business correspondence, and procedure manuals
  • Ability to travel throughout assigned office service areas with own transportation
  • Excellent technical writing skills
  • Strong verbal, computer, and organizational skills
  • Ability to work in a team environment
