About the role

Key responsibilities & impact
  • Conduct inspections and audits of BCER-regulated energy-sector activities, including wells, pipelines, production facilities, roads, drainage, and engineered structures
  • Operate air-quality and noise-monitoring equipment and interpret gathered data
  • Investigate suspected legislative non-compliance and recommend warnings, tickets, administrative actions, penalties, contraventions, equipment seizure, permit cancellation, or prosecution
  • Draft and issue orders requiring shut-in, technical, environmental, or safety actions, or submission of documents and plans
  • Monitor order requirements and deadlines
  • Maintain and review case files and advise program staff on investigative and enforcement options
  • Compile investigative information and write reports for court or administrative proceedings
  • Provide expert testimony and act as prosecutor for disputed violation tickets
  • Plan, coordinate, participate in, and lead provincial, inter-provincial, inter-regional, or international investigations and enforcement projects
  • Attend complaints, incidents, and emergencies; participate in emergency response and root-cause investigations
  • Analyze submissions, prepare hearing and court documents, maintain inspection reports and compliance/enforcement systems, generate reports, analyze trends, and recommend improvements
  • Participate in public and First Nations meetings and discussions with industry, government agencies, and stakeholders
  • Travel and work in adverse weather or hazardous conditions and use specialized equipment
  • May supervise 1–3 full-time employees and act as Supervisor during absences

Requirements

What you’ll need
  • Bachelor's Degree in law enforcement, natural resource management, or a related discipline and 2 years directly related experience with a focus on compliance and enforcement; or Technical Diploma and 3 years directly related experience; or Grade 12 plus post-secondary courses and 5 years directly related experience
  • Different combinations of relevant experience, education and/or training may meet the standards
  • Experience specializing in compliance and enforcement of a broad legislative mandate, such as regulatory law enforcement
  • Experience operating in an energy industry such as oil and gas
  • Experience interpreting and applying Provincial and Federal legislation
  • Experience with criminal and administrative justice systems, procedures, case law, and case preparation
  • Experience conducting investigations, exhaustive research, and case preparation
  • Knowledge and experience with environmental protection management and energy industry environmental impacts
  • Knowledge and experience working in the energy industry, including oil and gas
  • Knowledge and experience safely operating and maintaining firearms, vehicles, ATVs, boats, wilderness survival, first aid, and handling dangerous substances
  • Experience conducting inspections related to energy and/or environmental regulatory requirements
  • Ability to deal effectively with the public, answer complaints and inquiries, explain legislation, liaise with ministries and enforcement agencies, and testify in court or legal proceedings
  • Ability to resolve complex enforcement issues, conflicts, and safety decisions under stressful situations
  • Flexibility and adaptability; active listening and understanding; effective communication; planning; problem solving and judgement
