About the role

Key responsibilities & impact
  • Apply advanced project management expertise across the full construction development cycle
  • Develop and implement process improvement techniques for construction program delivery
  • Ensure project control systems are established and integrate project data for decision-makers
  • Lead and direct all phases of cross-organizational construction projects
  • Coordinate across Construction Managers and identify stakeholder objectives and requirements
  • Manage relationships across engineering, procurement, EH&S, general contractors, and subcontractors
  • Collaborate with contacts outside the immediate area of expertise to develop solutions
  • Support peer and project reviews and provide performance assessments to leadership
  • Mentor Project and People Managers and other project personnel
  • Review and validate field-level reporting rolled into program status
  • Develop solutions to complex construction problems using schedule, cost, and field-condition analysis
  • Select methods and techniques for resolving construction issues and weigh performance trade-offs
  • Lead anomaly investigations, root cause analyses, and recovery plans for schedule or cost deviations
  • Identify lessons learned and historical reporting for future construction project plans
  • Report construction program status, risks, priorities, schedule, budget, and issues to FMSO leadership

Requirements

What you’ll need
  • B.S. degree or equivalent experience in Construction Management, Engineering, Architecture, Business, or related disciplines
  • 8+ years of experience planning and managing construction projects/programs in a capital delivery environment
  • Experience managing requirements, priorities, scope, schedule, integration, and cost
  • Experience tracking and improving construction schedule performance and cost/rate management
  • Ability to develop and execute project plans across all phases in accordance with accepted project management industry standards
  • Ability to build and navigate a professional network within the organization
  • Experience interfacing with Construction Managers, architects, engineers, general contractors, subcontractors, procurement/buyers, TPMs, and support personnel
  • Experience with P6 Primavera, MS Project, or similar scheduling software
  • Excellent written, communication, and presentation skills
  • Comfortable in a fast-paced, dynamic environment
  • Self-starter with strong bias for action and sense of ownership
  • Attention to detail and high level of accuracy
  • Ability to balance technical, business, and organizational influences
  • Demonstrated independent work, problem-foreseeing, commitment delivery, and accountability
  • Ability to coordinate across multiple field construction leads and synthesize field-level input into program-level status
  • Applicants must be a U.S. citizen or national, U.S. permanent resident, or lawfully admitted U.S. refugee/asylee
  • Required to complete Blue’s Standard Background Check
  • Master's degree in construction management, engineering, business, or project management (desired)
  • Experience with facility construction or infrastructure delivery supporting manufacturing, test, or launch operations (desired)
  • Experience coordinating design, permitting, and construction phases for industrial or high-bay facilities (desired)
  • Experience working with general contractors, subcontractors, and field construction leadership (desired)
  • Knowledge of MEP, structural, and site utilities, construction scheduling and cost tracking tools (desired)
  • PMP certification and EVMS experience (desired)
  • Experience with critical path scheduling, risk management, and EVM/cost account management (desired)
  • Experience overseeing or coordinating field construction superintendents/managers across multiple concurrent projects (desired)
