About the role
Key responsibilities & impact- Manage and oversee the City’s HOME-ARP Tenant-Based Rental Assistance (TBRA) Program, ensuring compliance with HUD requirements and the approved Allocation Plan
- Provide technical assistance and training to DCD staff on HOME-ARP, HOME, TBRA, HUD regulations, compliance, and program monitoring
- Review applications, referrals, and supporting documentation to verify participant eligibility and program compliance
- Coordinate with the Continuum of Care (CoC), referral partners, landlords, tenants, and other stakeholders to support program implementation
- Review lease agreements, rent reasonableness, and rental assistance documentation for compliance with program requirements
- Track HOME-ARP expenditures and prepare monthly program, financial, and progress reports for DCD and City leadership
- Assist with establishing and maintaining HOME-ARP projects and activities in HUD’s IDIS system
- Update the City’s HOME Policies and Procedures Manual and develop monitoring checklists, forms, and compliance tools
- Prepare HUD-required reports, written responses, and supporting program documentation
- Support HUD monitoring visits, OIG audits, corrective actions, and HOME-ARP program closeout
- Attend staff and Municipal Council meetings, as needed, to provide program updates and address implementation challenges
Requirements
What you’ll need- Bachelor's degree in public administration, urban planning, housing/community development, business administration, finance, social services, or a related field; equivalent relevant experience may be considered
- Demonstrated experience administering or providing technical assistance for HUD-funded housing or community development programs
- Strong working knowledge of HOME and/or HOME-ARP program requirements
- Experience with Tenant-Based Rental Assistance (TBRA) or other federally funded rental assistance programs
- Experience working with HUD's Integrated Disbursement and Information System (IDIS)
- Experience working with a Continuum of Care (CoC) or programs serving individuals and families experiencing or at risk of homelessness
- Experience reviewing participant eligibility, supporting documentation, leases, rental assistance calculations, and program files
- Knowledge of HUD compliance, monitoring, reporting, and recordkeeping requirements
- Experience developing or updating policies, procedures, monitoring tools, checklists, or other program administration materials
- Strong analytical, technical writing, organizational, and documentation skills
- Ability to work independently while collaborating effectively with municipal staff, community organizations, landlords, tenants, and federal stakeholders
