About the role
Key responsibilities & impact- Create, review, and analyze cost estimates using the ACEIT suite
- Provide comprehensive cost analysis modeling support
- Analyze requirements and apply cost estimating methodologies
- Develop logical, defensible, and supportable cost estimates
- Present analysis results to internal and external audiences
- Review and analyze monthly contractor EVM data
- Develop and apply cost models for medical product development, FDA processes, regulatory compliance, clinical trials, drug manufacturing, laboratory testing, and FDA approval/licensure
- Incorporate ACE, JACS, Risk modules, and POST outputs into cost estimates
- Analyze Excel cost models using risk analysis add-ins such as Crystal Ball and @Risk
- Review joint cost/schedule uncertainty analyses and model outputs
- Develop portfolio models with time-phased cost and schedule risk-adjusted views
- Assist with LCCEs, IGCEs, BCAs, AoAs, program office estimates, and other cost analyses
- Brief executive leadership on program cost positions and budget impacts
- Assist with budget submissions, including Procurement and RDT&E forms
- Develop cost models and maintain cost estimate portfolios
- Conduct pre-validation and sufficiency reviews of cost estimates
- Develop and update LCCEs and Government cost estimates
- Conduct expenditure comparisons and trend analyses for budget planning
- Identify financial management issues and make recommendations
- Review program risks and schedules for cost and schedule consistency
- Review, edit, and consolidate annual and out-year budget requirements
- Produce finance documents and conduct financial analysis and funds management
- Advise team members on written budget justifications and LCCE updates
- Prepare RDT&E and Procurement forms for Congressional submission
- Prepare AoAs, CAIV analyses, economic analyses, sufficiency reviews, life-cycle cost estimates, and source selection evaluations
- Develop Better Buying Power initiatives and Will Cost positions
- Create, modify, and track Should Cost estimates
- Review contractor cost proposals and assess reasonableness, realism, and completeness
- Prepare IGCEs for comparison with contractor proposals
- Coordinate with JPM staff, contracting, budget personnel, and other participants to track funding
- Analyze civilian medical product development costs for bio-defense medical countermeasures
- Analyze budget revision impacts and recommend courses of action
- Develop independent estimates based on contractual performance
- Receive Secret-level threat briefings and assist with course-of-action development for IPTs
Requirements
What you’ll need- Experience in cost estimating related to medical and drug development
- Thorough understanding of Medical Acquisition programs
- Expert level understanding of cost estimating principles and procedures
- Previous experience applying the DOD PPBE system to bioengineering and medical acquisition programs
- Expert with ACE-IT software
- Secret Clearance
- Minimum 5 years relevant experience
- Ability to travel for CONUS and OCONUS missions when needed
- Experience developing briefings and presentations
- Knowledge of OMB regulatory guidelines and processes
- Knowledge of Better Buying Power guidance and processes
- Knowledge of Will Cost guidance and processes
- Knowledge of Should Cost guidance and processes
