About the role

Key responsibilities & impact
  • Review program budgets and expenditures
  • Provide consultation, technical assistance, and coordination in preparing and executing operating and project budgets using multiple funding sources
  • Complete or evaluate methodologies for budget and program spending forecasts and improve projection accuracy
  • Examine budgets and expenditures for compliance with County policies, state budget rules, legislative intent, and federal and state laws
  • Monitor budgets throughout the year and analyze spending discrepancies, budgetary-rule adherence, and accounting-calculation accuracy
  • Review and submit budget revisions and work with budget systems
  • Analyze ongoing spending patterns and identify potential concerns
  • Provide technical assistance and guidance to County staff; may supervise lower-level staff
  • Evaluate program, policy, and rule changes for fiscal and program impact and compliance
  • Analyze complex budgetary data, interpret and evaluate results, and prepare documentation and financial or budget reports and presentations
  • Perform other related duties as assigned
  • Work under the general guidance of the Budget Director, with contributions evaluated through collaboration, observation, and review of reports

Requirements

What you’ll need
  • Bachelor’s degree in business administration, public administration, accounting, or related field from an accredited institution
  • Four (4) years of experience, preferably including accounting or budgeting experience
  • Equivalent combination of training and experience accepted
  • Knowledge of generally accepted accounting and budgetary principles
  • Knowledge of applicable information technology for budget duties; ability to develop and implement system changes may be required
  • Ability to monitor, collect, assess, and analyze complex data
  • Ability to ensure compliance with standards, rules, regulations, and internal control systems
  • Ability to interpret and evaluate results and prepare financial and budget reports or presentations
  • Ability to independently resolve complex issues and develop recommendations
  • Ability to provide guidance on County policy, state budget rules, and laws
  • Ability to understand client programs, organization, and culture
  • Ability to present issues to internal management, external partners, and periodically the Board of Commissioners
