About the role
Key responsibilities & impact- Conduct structured interviews, facilitated sessions, and questionnaires with system owners, program offices, technical leads, and end users
- Capture system usage, user populations, stakeholder communities, mission dependencies, business criticality, and usage patterns
- Elicit pain points, workarounds, manual processes, adoption barriers, and modernization needs
- Coordinate interview scheduling, prepare discussion guides, and facilitate discovery conversations
- Collect architecture diagrams, system design documents, interface specifications, technical manuals, SOPs, user guides, training materials, and process workflows
- Gather performance metrics, availability reports, incident logs, SLA tracking data, security documentation, cost data, investment data, and financial reports
- Maintain organized evidence repositories with version control, metadata tagging, and traceability
- Develop and maintain evidence logs linking documentation to assessment findings and recommendations
- Ensure traceability from raw evidence through analysis to conclusions and support audit trails
- Document evidence quality, source authority, and confidence levels
- Track evidence gaps and coordinate follow-up requests
- Maintain chain of custody for procurement-sensitive, FOUO, or controlled unclassified information
- Organize evidence packages for quality review, Government validation, and final deliverables
- Assist with data flow diagrams and integration inventories
- Document manual workarounds, spreadsheet-based integrations, shadow IT, redundant data, and consolidation opportunities
- Capture API usage, file transfer patterns, and batch processing schedules
- Identify undocumented interfaces and informal data sharing practices
- Work alongside senior architects and mission analysts to support evidence-based assessments of FEMA's IT portfolio
Requirements
What you’ll need- Bachelor's degree and 7+ years of analytical or technical experience supporting complex projects or programs
- Strong interviewing skills to elicit detailed, accurate information from diverse stakeholder groups
- Exceptional documentation skills and ability to synthesize multiple sources into clear, organized narratives
- Proficiency with Microsoft Office Suite, including Excel, Word, and PowerPoint
- Experience with visualization tools for diagrams, process flows, and data presentations
- Strong organizational skills and ability to manage multiple information streams
- Effective written and verbal communication skills
- Ability to interact professionally with technical and non-technical audiences
- Ability to work independently and collaborate effectively within a team
- Ability to obtain DHS Entry on Duty (EOD) clearance
- Experience supporting federal IT assessments, portfolio reviews, or program evaluations
- Background working with DHS, FEMA, or other federal civilian agencies
- Familiarity with NIST, OMB guidance, and federal acquisition
- Experience with Tableau, Power BI, or similar reporting tools
- Knowledge of requirements elicitation and business analysis methodologies
- Exposure to Agile or project management methodologies
- Understanding of federal budget and acquisition processes
- Prior experience in hybrid team environments supporting government clients
- Familiarity with federal security protocols and handling CUI and FOUO
