About the role

Key responsibilities & impact
  • Build and operate cloud infrastructure, CI/CD pipelines, and environment management frameworks for a large-scale federal HCM modernization program
  • Design, build, and maintain CI/CD pipelines for Oracle Fusion Cloud HCM configuration deployment across DEV, TEST, STAGE, and PROD
  • Manage Oracle Cloud Infrastructure resources, including compute, networking, storage, and identity and access management
  • Establish configuration baselines in accordance with NIST SP 800-128
  • Orchestrate Oracle quarterly update deployments, regression testing, and rollback procedures
  • Implement disaster recovery and business continuity capabilities, including failover, backup/restore, and DR testing
  • Monitor platform performance, availability, and capacity; establish alerting and automated remediation
  • Implement infrastructure-as-code practices using Terraform
  • Enforce FIPS 140-3 encryption standards and coordinate key and certificate lifecycle management
  • Manage environment refresh cycles, data masking, and sandbox provisioning
  • Develop operational runbooks, architecture diagrams, and deployment procedures for operations and ATO documentation
  • Participate in SAFe Agile ceremonies and sprint planning
  • Serve as technical authority, set standards, and provide technical oversight across workstreams or Agile Release Trains
  • Lead and mentor technical and functional professionals and represent technical perspectives to senior program leadership

Requirements

What you’ll need
  • Must be able to obtain and maintain a Public Trust clearance
  • US Citizenship required
  • Bachelor's degree and 10 years of relevant experience; additional experience may be substituted for degree
  • 10+ years of professional experience in cloud platform engineering, DevOps engineering, or systems administration for enterprise cloud environments
  • 8+ years of hands-on experience with OCI, AWS GovCloud, Azure Government, or equivalent FedRAMP-authorized cloud platforms
  • Strong proficiency with CI/CD pipeline tools including Jenkins, GitLab CI, Azure DevOps, or equivalent
  • Experience automating build, test, and deployment workflows
  • Experience with infrastructure-as-code tools, particularly Terraform
  • Proficiency in Python and/or Bash scripting
  • Understanding of FIPS 140-3, NIST 800-53, and FedRAMP Moderate+ control baselines
  • Experience with configuration baselining, change control, and release management in multi-environment enterprise deployments
  • Oracle Cloud Infrastructure Architect Associate/Professional or Oracle Cloud Operations Associate certification
  • Experience with large-scale Oracle Cloud or Oracle SaaS deployments
  • Experience managing Oracle Fusion Cloud SaaS environments
  • Familiarity with NIST SP 800-128 configuration management standards and federal CM/change control board processes
  • Experience implementing DR/BC solutions for federal cloud systems
  • Knowledge of Kubernetes, Docker, and microservices architectures
  • Experience with federal ATO processes and RMF infrastructure evidence artifacts
  • Experience with Oracle Integration Cloud and/or Oracle Cloud Infrastructure in enterprise HCM or ERP environments
