About the role
Key responsibilities & impact- Manage a Section 333 Security Cooperation capacity building project for the SOUTHCOM SCOPES program
- Deliver Spanish-language online training modules for the Colombian military and security forces on Information Security and related topics
- Design modules reflecting Colombian security regulations and reinforcing policies for unclassified and classified information and operations security
- Deliver instructional material through Colombian educational platforms
- Coordinate with mission partners, partner nations, allies, and SOUTHCOM Staff
- Collaborate with the country team, mission partners, contractors, local vendors, partner nation, and SOUTHCOM Staff to establish the online training module development project
- Establish milestones and determine intermediate and final products
- Submit deliverables for USG inspection, including academic platform assessment, video storyboard, training module selection/decision tree, test outline and procedures, instructor training, and technology concept
- Select, partner with, oversee, and fund a Colombian subcontracted company
- Work with Colombian Ministry of Defense and Joint Command policymakers to align content with Colombian network access and security policies and regulations
- Develop and maintain a quality control plan
- Prepare and maintain a work plan to achieve content development milestones
- Travel to Colombia as required to coordinate with Colombian stakeholders, synchronize product delivery, collaborate with MilGp Colombia
- Observe U.S. and Colombian military customs, courtesies, rank structures, cultural considerations, and professional protocols
Requirements
What you’ll need- Minimum clearance required: Secret
- Five (5) years of experience developing military training/training with information operations and security program experience
- DLPT 2+/2+ or superior score in Spanish
- Fluent proficiency in reading, writing, and speaking Spanish is essential
- Demonstrated experience educating and training military forces in the U.S. and abroad
- Ability to work from home, SOUTHCOM headquarters, the US Embassy in Bogota, contractor facilities, or Colombian military facilities as needed
- Ability to develop cost estimates, vendor comparisons, scope, schedules, and technical recommendations
- Experience working with military, government, law enforcement, or equivalent organizations
- Ability to work independently and as part of a team in an overseas field environment and communicate effectively with technical personnel and senior leadership
- Strong written reporting and documentation skills
- Strong computer literacy and proficiency in Microsoft Office Suite products, SharePoint, NIPR, and relevant computer systems
- U.S. passport with an expiration date greater than six months
- Ability to travel throughout Colombia, including remote areas
- Up to 25% travel required
- Desired: Prior U.S. military security cooperation experience in Colombia and/or SOUTHCOM
- Desired: Previous experience working with foreign military / host-nation partners, particularly in Latin America or the Caribbean
- Desired: Experience managing subcontractors using the Spanish language
- Desired: Familiarity with COLMIL/COLAR INFOSEC, PERSEC, PHYSEC, and OPSEC policies from the Colombian Ministry of Defense down to the Colombian Service level
- Desired: Fundamental understanding of Program Management Office operations and management
- Desired: Experience with general educational concepts, adult learning model methodology for military members, and facilitating military training
- Desired: Experience developing and/or producing online courses
- Desired: Experience developing testing procedures and accountability, including testing formats and proposed questions
- Desired: Experience developing online course content video story boards
- Desired: Experience producing video content using film, artificial intelligence, and/or animation
