About the role

Key responsibilities & impact
  • Support Calbright College’s government relations team and help lead state advocacy strategies and legislative priorities
  • Manage the development, execution, and evaluation of state advocacy strategy, including legislative priorities, regulatory engagement, and budget advocacy
  • Monitor, analyze, and report on state legislative, regulatory, and budget proposals related to higher education, workforce development, and technology policy
  • Update the Vice President of Government Relations on emerging policy threats and opportunities
  • Anticipate legislative and regulatory developments and position Calbright to shape policy outcomes
  • Draft sponsored-legislation proposals and recommendations on amendments
  • Support opinion editorials, podcasts, media appearances, panels, and related initiatives with Communications and Marketing teams
  • Develop and maintain legislative tracking and stakeholder-mapping systems
  • Represent Calbright before the California Legislature, Office of the Governor, regulatory agencies, and statewide coalitions
  • Perform other related duties supporting the position’s objectives

Requirements

What you’ll need
  • Relevant bachelor’s degree
  • Five or more years of professional experience in government relations, legislative affairs, or public policy in California
  • At least five years of experience working for or directly lobbying elected officials and government agencies
  • Professional experience working directly on California legislative or budget policies or processes
  • Five or more years of experience working with workforce development programs, initiatives, and/or coalitions
  • Demonstrated experience developing and executing legislative advocacy strategies
  • Knowledge of California state government, legislative process, budget cycle, and public higher education systems
  • Knowledge of direct lobbying practices, legislative strategy development, and coalition management in Sacramento
  • Experience working with contract lobbyists at state and federal levels
  • Experience with higher education and workforce development policy issues
  • Experience with G Suite, Slack, video conferencing, and Asana
  • Ability to build relationships with elected officials, legislative staff, regulatory agency officials, and coalition partners
  • Ability to communicate professionally in oral and written formats, including testimony, presentations, and lobbying meetings
  • Ability to organize work, manage time, meet deadlines, and manage multiple projects
  • Ability to analyze complex legislative, regulatory, and budget documents
  • Ability to prepare written memos to executive leadership
  • Ability to work independently and collaboratively
  • Ability to lift and/or move up to 25 pounds
  • Ability to comply with mandated reporter requirements under California law and Calbright College policies
