About the role

Key responsibilities & impact
  • Lead the day-to-day operations of accounting, payroll, accounts receivable, accounts payable, procurement support, and vendor accounts
  • Build, execute, document, assess, and maintain internal controls, accounting policies, and procedures
  • Ensure compliance with GAAP, GASB, FASB, federal and state requirements, and College policies
  • Guide and train Finance Division staff and College departments on fiscal policies and regulations
  • Prepare monthly financial statements, budget-to-actual analyses, expenditure reports, and other fiscal reports
  • Manage inter-fund transfers, bank wires, signature controls, cash position, banking operations, and cash-handling procedures
  • Oversee the College credit card program and reconciliation controls
  • Review and approve payroll registers, employee pay calculations, payroll tax reports, and retirement reports
  • Lead monthly and annual close processes, including year-end statements, accruals, journal entries, and schedules
  • Maintain the general ledger and chart of accounts
  • Evaluate GASB, FASB, and GAAP pronouncements and implement accounting changes
  • Serve as technical liaison with county offices, retirement systems, and professional accounting/payroll organizations
  • Administer financial information systems and serve as system administrator for the travel and expense management system
  • Coordinate monitoring of federal and state grants and projects for legal compliance
  • Coordinate external audits, respond to audit reports, and implement accounting system modifications
  • Prepare financial materials for Board of Trustees agenda items and presentations
  • Assist with risk management and oversee fixed asset and capital equipment inventory controls
  • Maintain the purchasing and contracting policy manual
  • Directly supervise accounting, payroll, and procurement support staff, including recruitment, training, work assignment, and performance appraisal
  • Serve as the Chief Financial Officer’s designee for defined Finance Division functions during the CFO’s absence or vacancy

Requirements

What you’ll need
  • Bachelor’s degree from an accredited institution, preferably in accounting or a related field
  • Five to seven years of increasingly responsible accounting, budgeting, and/or finance experience
  • Experience in education finance and/or administration
  • Experience in payroll accounting, processing, and compliance
  • Knowledge of Generally Accepted Accounting Principles, Governmental Accounting Standards Board, and Financial Accounting Standards Board requirements
  • Knowledge of general ledger, accounts payable, accounts receivable, payroll, cash management, and banking operations
  • Knowledge of CalSTRS and CalPERS retirement reporting
  • Experience with enterprise resource planning systems
  • Experience developing and improving internal controls, policies, and procedures
  • Experience with public-sector accounting, auditing, financial statements, budgets, and fiscal reports
  • Experience coordinating annual fiscal audits and implementing audit recommendations
  • Experience directing, supervising, training, motivating, and evaluating personnel
  • Ability to communicate effectively orally and in writing
  • Ability to handle confidential information and work independently
  • Ability to operate computers and software for scheduling, email, databases, word processing, spreadsheets, and presentations
  • Ability to lift and/or move up to 25 pounds
  • Ability to comply with mandated reporter requirements under the California Child Abuse and Neglect Reporting Act, Calbright College policies, procedures, and Title IX
