About the role

Key responsibilities & impact
  • Lead the design of CEJJF's financial products, including loans, guarantees, credit enhancement, and debt and equity investment structures
  • Bring residential, predevelopment, contractor, and municipal products to market and through their first cycles
  • Build underwriting approaches using alternative repayment sources, cash flow evidence, guarantees, and reserves
  • Develop and execute the private capital strategy
  • Structure credit enhancement, loan loss reserve, and first-loss arrangements
  • Negotiate co-lending, participation, and syndication arrangements
  • Build and maintain financial models for cash flow, loss, pricing, and deployment planning
  • Assess market needs, financing gaps, and product performance
  • Grow the project pipeline and build borrower, referral, and capital-partner relationships
  • Cultivate financing partnerships with municipalities, counties, public agencies, and peer institutions
  • Negotiate and manage partner origination, underwriting, and servicing agreements
  • Direct technical assistance for clean energy businesses and borrowers
  • Conduct underwriting of loans and equity investments
  • Establish and maintain credit and investment policies and underwriting procedures
  • Originate, structure, negotiate, and close transactions with the Executive Director and external counsel
  • Recommend the allowance for credit losses methodology
  • Oversee portfolio management and risk strategy, including monitoring, covenant compliance, risk rating, delinquencies, workouts, and asset management
  • Establish investment performance measurement metrics and methodology
  • Select and implement loan origination and servicing systems and data standards
  • Represent CEJJF to financial institutions, investors, local governments, and peer green banks
  • Supervise staff and build CEJJF's investment capacity
  • Produce funder and capitalization materials with the Executive Director
  • Help shape organizational and programmatic strategy as a leadership team member

Requirements

What you’ll need
  • Bachelor's degree in finance, business, economics, public policy, or a related field, or an equivalent combination of education and relevant professional experience
  • Minimum of eight years of experience in community development finance, clean energy finance, banking, or a related lending or investment field, including progressively responsible leadership experience
  • Hands-on credit underwriting and portfolio management, with a record of transactions closed and managed through repayment
  • Experience structuring and negotiating transactions alongside legal counsel
  • Proven success raising capital from banks, CDFIs, institutional investors, or public and philanthropic sources
  • Experience designing and managing financing products, credit policies, or underwriting frameworks
  • Strong financial modeling skills across unit economics, cash flow, loss, and pricing
  • Supervision and development of staff, including building organizational or functional capacity
  • Familiarity with the Illinois clean energy landscape, including the Climate and Equitable Jobs Act, Illinois Shines, and Illinois Solar for All
  • Understanding of barriers frontline communities and disadvantaged businesses face in accessing capital
  • Working proficiency with Microsoft 365, loan origination or servicing software, CRM systems such as Salesforce, and project management platforms such as Monday.com
  • Approximately 25% travel throughout Illinois
