Counterterrorism Regional Program Advisor

About the role
Key responsibilities & impact- Design and manage civilian counterterrorism and countering violent extremism programs
- Oversee project lifecycles from concept development through implementation, monitoring and evaluation, and closeout
- Develop programmatic priorities, scopes of work, and procurement documentation for contracts and grants
- Serve as the primary point of contact at Post for civilian CT and CVE programming
- Engage senior host-nation officials to assess needs and ensure effective program delivery
- Coordinate with international donors and partners
- Ensure compliance with U.S. policies, regulations, legal requirements, and Leahy vetting requirements
- Collect and analyze program data and produce performance reports
- Facilitate review and approval of work plans and project documentation
- Provide analysis and recommendations on capacity building, training, budgets, and sustainability
- Synchronize civilian counterterrorism programs with military-led and other related efforts
- Support planning and logistics for senior U.S. official visits, including briefings and escort duties
- Prepare background materials, talking points, and reports for public engagements and program updates
- Perform other duties as assigned
- Report to the Program Manager
- Travel regionally, including to austere environments
Requirements
What you’ll need- At least seven (7) years of experience in planning, managing, coordinating, monitoring, or evaluating programs
- Experience working in law enforcement, counterterrorism, border security, or other criminal justice sectors, preferably focused on counterterrorism
- Ability to engage effectively with senior government and organizational officials and work in multi-agency environments
- Extensive experience designing and managing foreign assistance programs, especially security sector capacity building
- Knowledge of procurement processes, grants, contracts, and compliance mechanisms
- Experience collaborating with officials from diverse cultural backgrounds in complex, international settings
- Ability to evaluate written materials and provide actionable recommendations
- Active Top Secret SCI Security Clearance required
- Ability to pass a background check and additional project/client background checks as required
- Proficient in MS Office, Word, Outlook, PowerPoint, and Excel
- Ability to communicate clearly and professionally, verbally and in writing
- Strong organizational, analytical, problem-solving, multitasking, prioritization, and attention-to-detail skills
- Ability to work independently and on a multifunctional team
- Ability to handle sensitive and confidential information appropriately
- Must be physically and mentally able to perform duties for extended periods
- Preferred: experience working in Southeast Asia or similar environments
- Preferred: master's degree in a relevant field
- Preferred: significant expertise delivering law enforcement training programs, especially counterterrorism-focused
- Preferred: experience working with interagency teams in Embassy settings
