About the role

Key responsibilities & impact
  • Facilitate coordination between local leadership and key organizational units
  • Oversee specialized counterterrorism and countering violent extremism programs
  • Support client managers, Team Leads, and Program Managers in designing, coordinating, and managing funded civilian CT and CVE initiatives
  • Oversee the full lifecycle of project assistance, including strategic and budget planning, procurement, implementation, monitoring, evaluation, and closeout
  • Ensure assistance aligns with organizational priorities and strategic objectives
  • Serve as the primary point of contact for civilian counterterrorism and CVE programming
  • Coordinate with interagency stakeholders, partner organizations, and international donors
  • Provide expert analysis and recommendations on program strategy, capacity needs, budget utilization, training, technical assistance, procurement planning, and sustainability
  • Develop and present actionable recommendations for short- and long-term capacity-building sustainability
  • Track programmatic developments and prepare performance monitoring data and analysis
  • Report program successes, challenges, and opportunities and recommend continuous improvement
  • Assist with procurement documentation, including concept notes, bilateral agreements, grant solicitations, and scopes of work
  • Monitor procurement actions and grantee or contractor compliance with Statements of Work and Award Notices
  • Manage background vetting and compliance processes for training participants
  • Liaise with senior host-nation officials to identify capability needs and align strategic goals
  • Perform other duties as assigned

Requirements

What you’ll need
  • At least 7 years of experience in planning, managing, coordinating, monitoring, and/or evaluating programs
  • At least 7 years of experience working on issues related to law enforcement, counterterrorism, border security, or criminal justice sectors
  • Demonstrated ability to collaborate effectively within U.S. interagency structures, particularly in an Embassy setting
  • Proven experience with U.S. government contracts, grants, and procurement mechanisms
  • Experience designing, managing, and overseeing foreign aid programs, especially security sector capacity-building initiatives
  • Knowledge of engaging with foreign government officials from diverse cultural backgrounds
  • Outstanding written analytical capabilities
  • Active U.S. Top Secret Clearance with SCI eligibility
  • Must be able to pass a background check
  • Exceptional interpersonal, verbal, and written communication skills
  • Excellent organizational, analytical, and problem-solving skills
  • Ability to multitask and prioritize in a fast-paced environment
  • Ability to work independently and on a multifunctional team
  • Ability to handle sensitive and confidential information appropriately
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel
  • Previous work in Latin America, particularly Paraguay or surrounding regions (preferred)
  • Significant experience designing and overseeing foreign security assistance (preferred)
  • Master’s degree in a relevant field (preferred)
  • Substantial experience working with interagency processes within a U.S. Embassy setting (preferred)
  • Must be physically and mentally able to perform duties for extended periods
  • Must be able to use a computer and office productivity tools
  • May be asked to work a flexible schedule, including holidays
  • May be asked to travel for business or professional development
  • May be asked to work outside normal business hours
