About the role
Key responsibilities & impact- Serve as a trusted strategic and operational partner to government program leadership
- Provide expert advice, analytical support, and coordination for complex programs and initiatives
- Develop, coordinate, and refine policy recommendations and negotiation strategies on Holocaust-related issues
- Participate in interagency working groups developing, coordinating, and implementing Holocaust-related policy
- Design and implement strategies encouraging European governments to restitute or compensate Holocaust victims and heirs
- Promote transparent, fair, and streamlined procedures for restitution and claims resolution
- Support restitution of looted art, compensation for railway profits, implementation of the 2021 Luxembourg agreement, and new restitution frameworks
- Anticipate policy challenges and assess impacts and reactions from legislative bodies, constituencies, and foreign governments
- Review and help develop organizational positions on pending legislation
- Conduct outreach and coordination with legislators and their staff
- Draft and review policy memoranda, briefing materials, position papers, and talking points
- Advise and train organizational units, overseas offices, missions, and stakeholders on Holocaust-era assets, restitution, commemoration, and related policy
- Secure interagency agreement and build consensus on sensitive Holocaust-related foreign policy proposals
- Coordinate policy positions and messaging with Holocaust-focused institutions
- Support international Holocaust-related meetings, negotiations, bilateral and multilateral fora
- Reconcile competing interests and ensure coherent strategies with agencies, legislative stakeholders, and NGOs
- Support implementation of commitments from the 2009 Prague Holocaust Era Assets Conference and Terezin Declaration
- Develop strategies for Holocaust education, commemoration, combating antisemitism, and restitution of Holocaust-era assets
- Define objectives and engagement strategies for international organizations and bilateral fora
- Coordinate high-level dialogues on Holocaust issues
- Support negotiations to increase funding for Holocaust survivor care
- Maintain relationships with offices focused on combating antisemitism and advancing international religious freedom
- Report to the Program Manager
Requirements
What you’ll need- Bachelor’s degree from an accredited institution
- Five (5) to seven (7) years of progressively responsible, directly relevant professional experience
- Ability to obtain and maintain an active Secret security clearance
- Must be able to pass a background check
- May require additional background checks as required by projects and/or clients
- Demonstrated strong analytical abilities
- Outstanding writing and presentation skills
- Deep subject-matter expertise in European affairs and policy toward Europe
- Proven ability to think strategically to shape and influence decision-makers and policy outcomes
- Experience negotiating with foreign governments and international counterparts
- High degree of flexibility and professionalism in a small team environment
- Capacity to rapidly learn new policy areas and develop substantive expertise
- Ability to manage and prioritize multiple competing demands in a fast-paced environment and tight deadlines
- Proven track record working effectively with leaders across government, private sector, academia, and non-profit organizations
- Ability to work independently and collaboratively, with initiative and ownership
- Ability to use a computer and office productivity tools with sufficient speed
- Must be physically and mentally able to perform duties for extended periods
