About the role

Key responsibilities & impact
  • Direct, coordinate and lead the sanitation, technical services, transitions and waste management departments.
  • Supervise approximately 60 employees and manage department heads.
  • Define, manage and evaluate directorate, department and organizational projects.
  • Participate in intermunicipal bureau and council meetings, executive committees, commissions, management committee meetings, the Social, Technical and Health, Safety and Working Conditions Committee (CST), and the Health, Safety and Working Conditions, Training and Prevention Committee (F3SCT).
  • Analyze needs and propose solutions.
  • Manage and coordinate the preparation and execution of the Deputy Directorate General’s budgets, particularly by identifying grant opportunities.
  • Prepare activity reports.
  • Participate in cross-functional projects with the management committee and departments.
  • Lead the definition and specification of requirements, the tendering process and the monitoring of public contracts.
  • Ensure the legal compliance of projects and prepare the related decisions and resolutions.
  • Implement the “Sanitation 2025–2030” strategy and manage the development of collective wastewater treatment projects.
  • Define and support objectives for collective and non-collective sanitation.
  • Organize collective sanitation responsibilities from organizational, technical and budgetary perspectives.
  • Ensure the pooling of technical services and maintenance of intermunicipal roads.
  • Provide project management assistance or act as the project manager for road and building works.
  • Serve as the technical liaison with the Economic Development and Planning departments.
  • Define waste management policy, ensure the operation of the incentive-based waste collection fee, and respond to calls for projects.
  • Contribute to the PCAET action plan and manage its implementation, monitoring and evaluation.
  • Propose and support cross-functional strategic initiatives and lead project studies.

Requirements

  • Significant experience in local government, ideally in a similar position.
  • Preferably, a successful track record of initiating construction work for a wastewater treatment plant.
  • Strong understanding of the local authority’s strategic priorities.
  • Strong understanding of the specific challenges of collective sanitation.
  • Proficiency in public procurement procedures.
  • Proficiency in planning and project management techniques.
  • Strong people management skills.
  • Proficiency in word processing, spreadsheet and technical services management software.
  • Knowledge of health and safety regulations.
  • Autonomy, initiative and decision-making skills.
