About the role

Key responsibilities & impact
  • Lead change strategy, stakeholder engagement, and user adoption for USDA's Enterprise Human Capital Modernization & Transformation initiative
  • Develop training materials and readiness assessments supporting transitions to new systems and processes
  • Gather requirements and conduct readiness assessments and risk analysis
  • Support user acceptance testing (UAT)
  • Develop business processes
  • Create communication plans and organizational change strategies
  • Conduct stakeholder engagement and training
  • Monitor readiness and adoption metrics
  • Develop training materials, standard operating procedures (SOPs), workshops, shadowing sessions, and documentation
  • Manage knowledge repositories
  • Conduct outreach to agency data SMEs regarding data cleanup and validation expectations
  • Advise leadership on organizational change risks, issues, and opportunities

Requirements

What you’ll need
  • 3 to 5 years of progressive professional experience in change management, organizational change, or business analysis
  • Experience developing and implementing change management strategies and plans supporting program, system, data, and process transitions
  • Experience conducting stakeholder analyses, impact assessments, and readiness evaluations supporting organizational and operational change
  • Experience developing and maintaining change strategies, stakeholder engagement plans, and resistance-mitigation plans
  • Experience developing communication plans for agency data SMEs addressing data cleanup and validation expectations
  • Experience managing outreach to improve mission-area participation in data preparation
  • Experience supporting training needs analysis, training development coordination, and OPM's train-the-trainer model
  • Experience supporting end-user adoption
  • Experience monitoring and reporting change adoption and effectiveness using metrics, surveys, and feedback mechanisms
  • Experience advising leadership regarding organizational change risks, issues, and opportunities
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, or Computer Engineering
  • Ability to attend meetings at USDA in Washington, DC
