About the role
Key responsibilities & impact- Lead planning and execution of complex facility-development, expansion, and infrastructure programs
- Establish program objectives, responsibilities, decision paths, priorities, and execution plans
- Align program objectives with manufacturing requirements, capacity needs, operational priorities, and business goals
- Translate technical, regulatory, municipal, and business requirements into executable actions
- Lead facility and infrastructure due diligence covering land use, zoning, platting, easements, civil design, drainage, structural considerations, environmental requirements, utilities, fire and life safety, and permitting
- Serve as liaison with municipalities, authorities having jurisdiction, utility providers, economic-development organizations, property owners, developers, consultants, and other external stakeholders
- Coordinate regulatory approvals, inspections, and certificates of occupancy
- Develop and maintain integrated program execution plans covering engineering, procurement, construction, commissioning, equipment installation, permitting, and operational readiness
- Coordinate sequencing across facilities, infrastructure, equipment, manufacturing, EHS, IT, security, and operations workstreams
- Identify critical-path activities, resource constraints, external dependencies, and schedule conflicts
- Develop mitigation and recovery plans to protect program milestones
- Coordinate cross-functional internal teams, contractors, consultants, utilities, vendors, suppliers, and external partners
- Facilitate program reviews, resolve cross-functional issues, and escalate matters requiring executive decisions
- Monitor scope, schedule, budget, risk, and milestones
- Maintain risk registers, issue logs, decision logs, action tracking, and change documentation
- Develop executive dashboards and program-status reports
- Present program status, risks, and recommendations to site and senior leadership
- Lead business-continuity and infrastructure-resilience programs
- Own the FM Global relationship, facility risk assessments, corrective-action plans, capital requirements, and executive follow-through
- Lead facility risk-reduction programs and utility-reliability and outage-preparedness activities
- Establish utility escalation paths, contingency plans, recovery strategies, and internal ownership
- Lead after-action reviews following outages or significant facility events
- Maintain visibility of long-term infrastructure risks and prioritize resilience-improving capital investments
- Support execution and maintenance of applicable ISO 9000, 9001, 14001, and other relevant standards
- Ensure adherence to Coherent Corp.’s ICARE values, EHS procedures, and corporate standards
Requirements
What you’ll need- Bachelor’s degree in Engineering, Construction Management, Business Administration, Public Administration, or a related field
- 10+ years of experience leading complex programs involving municipal operations, infrastructure planning, site development, facilities, construction, manufacturing, or major capital investment
- Demonstrated experience coordinating with municipalities, utilities, regulatory agencies, authorities having jurisdiction, developers, contractors, and executive stakeholders
- Strong understanding of permitting, infrastructure planning, development processes, and public-private coordination
- Proven ability to lead complex cross-functional programs and drive execution without direct organizational authority
- Experience managing program risks, dependencies, executive communications, and high-impact issue resolution
- Strong communication, negotiation, relationship-management, judgment, and decision-making skills
- Ability to work in an open-concept office environment
- Willingness and ability to work across multiple sites in North Texas
- Ability to perform extended site walks and inspections across construction sites, cleanrooms, and factory environments
- Ability to sit or stand for extended periods while working at a computer
- Ability to lift and carry light materials as required
