About the role

Key responsibilities & impact

Lead strategy and capture planning for Medicaid business development, new markets, health plan reprocurement, and RFx proposal development
Liaise between Business Development and Proposal Development teams
Develop capture plans with cross-functional and cross-segment stakeholders
Partner with Business Development, health plan leaders, and subject matter experts to develop proposal-to-win strategies
Lead cross-functional discussions to identify gaps, mitigate risks, and develop solutions before RFP release
Research and assess state customers, populations served, and competitive landscapes
Manage competitive and customer intelligence collection and analysis
Analyze Aetna strengths and weaknesses to align proposal-to-win strategies
Lead growth partners, subject matter experts, health plan leaders, division presidents, and product stakeholders in developing winning strategies, differentiators, and innovations
Identify risks, opportunities, branding, and positioning opportunities
Participate in proposal kickoffs, strategy discussions, and Pink and Red Team draft reviews
Provide feedback and recommendations to improve proposal development and quality

Requirements

What you’ll need

7+ years of experience with Medicaid managed care proposals
Strong written and verbal communication skills
Experience designing executive-ready presentations
Experience producing high-quality deliverables independently under tight timelines, deadlines, or service-level agreements
Experience collaborating effectively within cross-functional teams
Experience adapting to rapidly changing priorities and executing adjustments
Proficient with PowerPoint
Experience working with AI tools
Able to work evenings and weekends as proposal schedule requires
Ability to travel 25%
Bachelor’s degree or equivalent experience
Preferred: Previous P&L and/or business development and project management experience in a Medicaid managed care setting
Preferred: Experience leading capture and proposal activities for significant opportunities ($1B+)
Preferred: Experience in a capture or executive leadership function for a managed care-based product for state Medicaid agencies
Preferred: APMP certification(s)
Preferred: State Medicaid agency or federal agency experience with CMS
Preferred: Experience using electronic collaboration tools
Preferred: Experience developing competitive analyses
Preferred: Developing executive presentation decks
Preferred: Managed care operations experience
