About the role

Key responsibilities & impact
  • Gather requirements with State IT resources and agency staff to identify Medicaid data sources, current data mapping, and existing interface structures
  • Build and maintain a Medicaid data catalog in Microsoft Purview, including business glossary terms, data classifications, metadata, and data owner and steward assignments
  • Document end-to-end data lineage showing how Medicaid data moves between systems, is reported to internal and external partners, and is stored, organized, and secured
  • Develop the Medicaid Data Governance and Management Plan covering policies, roles, standards, data quality, security, and compliance
  • Assess current data governance and management practices and recommend improvements in governance, cataloging, data sharing, and system integration
  • Identify risks related to data inconsistencies, integration challenges, and security or compliance gaps
  • Recommend tools supporting data governance, data cataloging, and data lineage
  • Prepare a monthly status report on completed work and timelines
  • Perform other related duties as assigned
  • Support a Medicaid modernization initiative for a state government agency

Requirements

What you’ll need
  • Three professional references from previous employment are required, including organization name, reference name, phone number, and email address
  • Expert level knowledge of Microsoft Purview, including Data Catalog, Data Map, lineage, classification, and business glossary
  • Minimum senior level healthcare services knowledge; expert level preferred
  • Medicaid or MMIS experience strongly preferred
  • Demonstrated experience implementing data governance programs
  • Experience applying governance frameworks and best practices such as DAMA-DMBOK, COBIT, or TOGAF
  • Proficiency with relational SQL and NoSQL database technologies
  • Deep understanding of enterprise database management and design best practices
  • Understanding of business intelligence concepts
  • Strong analytical, written, and verbal communication skills, with ability to work with technical and non-technical stakeholders
  • Ability to work onsite in Sioux Falls, South Dakota for the duration of the engagement
  • Availability to start on or about November 9, 2026
  • Ability to provide an updated resume and confirm availability for onsite work in Sioux Falls, South Dakota
