About the role

Key responsibilities & impact
  • Support FBI national security system development, including FISA, NSL, and NDRR system project management
  • Gather FISA user requirements and support NSL system design, complex data conversion, documentation, training, and deployment
  • Support strategic planning for NSB IT programs through business process analysis and re-engineering for systems modernization
  • Define, validate, and document detailed business and functional user requirements through interviews, workshops, and existing documentation
  • Assess systems and monitor development efforts against user needs, evaluate risks, and recommend improvements, cost savings, consolidation, and retirement/replacement
  • Meet with Department of Justice, FBI headquarters, and field office stakeholders to collect, track, and manage operational user requirements
  • Draft national security-centric business and functional documentation, including JIRA user stories, acceptance criteria, use cases, concepts of operation, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and standard operating procedures
  • Assist product backlog management by analyzing technical and functional systems and creating Agile user stories in JIRA
  • Support IT project planning and implementation and ensure on-time completion of tasks
  • Prepare position papers, briefing books, presentations, training materials, talking points, Power BI reports, and other written products under short deadlines
  • Provide technical guidance, support, and troubleshooting for NSB Bridge and proprietary applications via phone, email, in-person, and remote access tools
  • Work with back-end operations teams to resolve issues
  • Provide updates to FBI management on current IT projects and initiatives

Requirements

What you’ll need
  • Bachelor’s degree from an accredited college or university in information technology, Computer Science, or a relevant IT or data science field
  • Top Secret clearance required with SCI/CI Poly eligibility
  • Minimum 5 years of experience in national security IT requirements management, Systems Development, Systems Management, and/or IT Business Analysis
  • 5 years experience with U.S. national security operations, U.S. Intelligence Community (USIC) mission sets, national security policy, and case management
  • Minimum 3 years experience writing documentation and presenting information to executive management audiences regarding U.S. government system operations, technical and functional requirements, processes, and methodologies
  • Minimum 2 years experience working in a federal interagency environment, including collaboration with multiple U.S. government departments and agencies on joint programs
  • Minimum 2 years experience proactively managing multiple high-visibility tasks in a fast-paced environment and working with diverse teams with competing interests to reach consensus
  • Minimum 2 years experience communicating and translating complex IT subject matter between technical and non-technical audiences
  • Minimum 2 years demonstrated leading in place, initiative, and ability to self-start with minimal support or guidance
  • Minimum 2 years experience using JIRA, MS Project, Excel, Power BI, PowerPoint, Word, and SharePoint
  • Preferred: relevant certifications such as SCRUM Product Owner/ScrumMaster, CAPM/PMP, ITIL, and/or AGILE Product Owner
  • Preferred: minimum 2 years experience with national security operations, IC mission sets, FISA policy, and case management
  • Preferred: minimum 2 years experience writing IT documentation and briefing results to executive management audiences
