About the role

Key responsibilities & impact
  • Provide direct project management support in the design and construction management of capital projects for Aqua Texas
  • Manage third-party consulting design firms
  • Prepare technical, bidding, and contractual documents for assigned capital investment projects
  • Oversee design scope and quality to meet Company standards for capacity, performance, reliability, safety, and regulatory compliance
  • Serve as senior technical manager for water and wastewater treatment process design and review, water resource assessments, safe yield analysis, hydraulic and pumping evaluations, and risk assessments
  • Conduct technical reviews of water and wastewater treatment and conveyance designs
  • Manage capital project delivery from planning through construction, commissioning, and initial operation
  • Recommend and support pilot studies and investigate new treatment technologies
  • Work with Operations Teams to optimize existing treatment processes and apply new technologies
  • Participate in statewide capital planning and prioritize water and wastewater treatment needs
  • Coordinate strategic water and wastewater system studies, including Master Plans and specialty studies
  • Assess system capacity, asset condition, facility performance, resiliency, and operational efficiency; recommend improvements
  • Conduct process evaluations and facility inspections to identify capital improvements and develop design concepts for treatment facilities
  • Develop, review, maintain, and communicate water and wastewater treatment design and operational standards and guidance
  • Support source change and corrosion control program
  • Support engineering forensic and root cause analyses
  • Support plant Operations Teams during process startups, process upsets, and emergency response
  • Represent the Company with regulators, government officials, agencies, customers, and industry groups
  • Participate in conferences, regulatory workshops, business development, rate case testimony, and technology research
  • Serve as a subject matter expert in national industry and regulatory forums
  • Assist business development efforts related to water and wastewater processes and acquisition due diligence
  • Lead technical deliverables and conduct regular meetings with third-party consultants
  • Manage daily project delivery, including staffing, schedule, scope, and budget
  • Prepare planning studies and system capacity evaluations supporting operations, service extensions, and regional growth
  • Conduct site visits for project scoping and pre-bid activities
  • Maintain awareness of industry trends and advancements
  • Perform other assignments as required

Requirements

What you’ll need
  • Bachelor’s degree in Civil/Environmental Engineering or related engineering field required
  • Professional Engineer’s License (PE) in the State of Texas or ability to achieve within 6 months of hire
  • 6+ years of professional experience in Water and/or Wastewater and budget management of projects over $1M; Wastewater preferred
  • Project Management experience preferred; PMI Certification a plus
  • Experience conducting field testing, data collection programs, and master planning for water distribution systems and sewer collection systems
  • Current Driver’s License and ability to drive to project sites within the assigned region, for on-site meetings and inspections, as required
  • Proficient in Microsoft Office suite: Word, PowerPoint, Excel
  • Excellent written and verbal communications skills; communicate effectively with internal and external stakeholders
  • Knowledge/familiarity in permitting processes with local groundwater conservations districts, cities, counties, flood districts, TCEQ, PUC etc.
  • Knowledge in public water supply and wastewater safety/design standards including AWWA, TCEQ, OSHA, NEC, etc.
  • Ability to work effectively in a team-fostered, multi-tasking environment
  • Ability to work well under pressure and with tight deadlines
  • Ability to manage multiple projects and adapt to changing priorities in a fast-paced environment
  • Familiarity with modeling software platforms (WaterGems, WaterCAD, EPAet, InfoWorks / Infowater etc.) preferred but not required
  • Ability to occasionally traverse loose, uneven ground, industrial stairwells and perform duties in inclement weather
  • Ability to travel up to 20%, mostly local to the regional office
