About the role

Key responsibilities & impact

Lead the design, development, and deployment of complex applications for the Department of Veterans Affairs Data Modernization initiative
Collaborate with product owners, champions, stakeholders, architects, product managers, and cross-functional teams to identify requirements and define technical solutions
Utilize Agile for work management and delivery across the modernization team
Provide technical leadership and mentoring to mid-level engineers
Conduct code reviews and enforce software engineering best practices
Optimize application performance, scalability, and maintainability
Design and implement CI/CD pipelines for automated build, test, and deployment processes
Work with DevOps teams to improve delivery pipelines, infrastructure automation, and deployment strategies
Ensure application security, reliability, and compliance through design and automation
Participate in system architecture discussions and influence technical decisions
Investigate and resolve complex technical issues across development, testing, and production environments

Requirements

What you’ll need

Bachelor’s degree in Information Technology, Computer Science or a related field plus 12 years experience
Expertise with Java frameworks such as Spring, Spring Boot, Hibernate, and JPA
Strong proficiency in modern JavaScript
Deep understanding of object-oriented programming, design patterns, and Java best practices
Solid understanding of RESTful web services and API design
Experience with version control systems (Git using ADO or GitHub)
Comfortable working in Agile/Scrum teams
Effectively communicate in English; both oral and written
Networking, web technologies (HTML, CSS, JavaScript), Microsoft Windows
Strong understanding of relational databases (e.g., PostgreSQL, MySQL) and ORM tools
Experience with unit testing, integration testing, and test-driven development (TDD)
Strong analytical, problem-solving, and communication skills
Ability to obtain and maintain a suitability/Public Trust
Preferred: expertise with Azure or other major cloud platforms; AWS Certified - Synops Admin; Java, JavaScript, Ruby, Solution Architecture, and DevOps; Databricks workspace administration; cloud IAM, Service Principals, RBAC, and persona-based configurations; data lake architectures, Delta Lake or similar; Terraform, ARM, Bicep, PowerShell, or Python; public sector or healthcare data environments
