About the role

Key responsibilities & impact

Coordinate and oversee activities related to bidding processes and contract management with municipal and state public agencies
Participate in the development of the department’s strategic and budget planning
Develop and monitor the strategic plan for the Bids and Contracts department
Define goals, performance indicators, and action plans, promoting continuous improvement
Select and train team members
Develop initiatives that foster synergy and a positive organizational climate
Monitor and develop team knowledge through periodic assessments
Identify and develop successors
Monitor bids published by municipal and state public agencies
Identify participation opportunities and refer them to Consultants and Account Executives
Coordinate the analysis of tender notices and bidding documents, assessing risks and feasibility
Coordinate the preparation of technical and commercial proposals, ensuring legal compliance
Oversee the issuance, renewal, amendments, and cancellations of contracts
Ensure contracts are registered in the ERP and manage password blocks, deletions, and contractual adjustments
Monitor reports on contracts approaching expiration and letters of intent to renew
Report cancellations, adjustments, and revenue reductions to the Commercial department
Perform other duties assigned by the immediate supervisor

Requirements

What you’ll need

Bachelor’s degree in Law, Business Administration, Accounting, Public Management, or a related field
Postgraduate degree/MBA in Administrative Law, Bids and Contracts, Public Management, or Commercial Management is desirable
Certification or specialized training in Brazilian Law No. 14.133/2021 is a plus
At least 5 years of experience in public-sector bidding, including at least 2 years in team leadership
Experience managing a portfolio of public-sector contracts
Strong attention to deadlines and detail
Ability to make decisions under pressure during the bidding phase
Negotiation skills and institutional relationship management with public officials, while maintaining impeccable ethical conduct
Team leadership and development skills
Analytical mindset and results orientation
Strong communication and writing skills
Willingness to travel
A valid Category B driver’s license is desirable
