About the role

Key responsibilities & impact

Support the OAR IT Office and OAR Cloud Program
Execute financial operations across AWS, Microsoft Azure, Google Cloud Platform, and commercial AI/SaaS providers
Reconcile monthly multi-cloud invoices with technical consumption and financial disbursements
Receive, log, organize, and track cloud consumption and labor invoices
Maintain documentation hierarchies and lab-specific invoice folders
Validate invoice metadata, including Task Order number and Billing Period
Verify invoiced consumption totals against technical usage reports and Excel-based consumption breakdowns
Apply cloud-native tagging and attribution methods for lab and program back-billing
Allocate shared-services costs using best-effort and fund-aging logic
Monitor expenditures against available funds and authorized limits
Evaluate Compute Savings Plans and Reserved Instances to minimize unblended costs
Provide recommendations and technical assistance for savings-instrument procurement and renewal
Track cloud cost savings and produce Value Added Reports
Serve as primary point of contact for cloud SLA management
Generate and update customized dashboards and value-added reports
Perform multi-cloud drill-down analytics using Apptio Cloudability or CloudCheckr
Analyze spend patterns and anomalies across cloud providers
Track usage metrics for commercial AI platforms and modern SaaS cloud resources

Requirements

What you’ll need

Expertise in Apptio Cloudability
Advanced proficiency in native cost management consoles, including AWS Billing Console, Google Cloud Console, and Azure Cost Management
Comprehensive understanding of FinOps principles
Knowledge of cost optimization techniques
Knowledge of the lifecycle management of Compute Savings Plans and Reserved Instances (RIs)
Proficiency in managing complex documentation hierarchies
Experience maintaining comprehensive audit trails within cloud-based storage environments, including Google Drive
FinOps Certified Practitioner certification preferred
Ability to support a 5+ year contract role
