About the role

Key responsibilities & impact
  • Initiate, orchestrate, review, approve, and submit program proposals on time
  • Review and analyze RFPs covering technical, schedule, cost, and contract requirements
  • Coordinate proposal inputs with other departments
  • Review and prepare Basis of Estimates for labor and materials
  • Participate in contract negotiations with contract administration staff and customers
  • Develop and maintain program plans and budgets covering technical, financial, and schedule aspects
  • Allocate and reallocate funds as needed
  • Monitor and manage orders, revenue, profit, and cash
  • Lead periodic Estimates-at-Complete preparation
  • Maintain management control systems for program-performance visibility
  • Define and communicate contract scope and monitor work against funding limits
  • Initiate corrective action when performance deviates from plans
  • Ensure compliance with FAR, DFAR, ITAR, and other specifications and regulations
  • Identify follow-on business opportunities and recommend actions
  • Manage risks and opportunities throughout the program lifecycle from proposal through contract closeout
  • Represent the company with customers and related contractors
  • Coordinate timely responses to customer queries
  • Build customer relationships, manage expectations, and identify follow-on opportunities
  • Communicate program progress and deviations to leaders and functional departments
  • Request contract amendments or extensions through Contracts staff
  • Maintain accurate and complete contract and proposal files

Requirements

What you’ll need
  • Bachelor’s degree in a business or technical field
  • Minimum eight (8)+ years’ experience in program management with a concentration in the electronics/communications industry supporting U.S. DOD or foreign military governments
  • U.S. citizenship required
  • Ability to obtain and maintain a U.S. Government security clearance in accordance with 32 CFR Part 117 (NISPOM)
  • Aerospace and/or defense industry experience preferred
  • Experience in Technology Development Programs, manufacturing technical products, and/or RF/Microwave Products preferred
  • PMP Certification preferred
  • Experience as a key advisor and managing program(s) that reflect moderate risk and complexity or deputy responsibility for a large complex program preferred
  • Experience managing program(s) that reflect moderate risk and complexity or deputy responsibility for large complex program(s) preferred
  • Bachelor's Degree and eleven (11)+ years' experience in a technical, business, or financial discipline with professional level courses in contract administration preferred
