About the role

Key responsibilities & impact
  • Manage program implementation across ICF's West Region portfolios
  • Lead and oversee a team of direct reports, primarily Energy Specialists
  • Support project delivery, strategy development, and market expansion
  • Develop holistic strategies across multiple portfolios and optimize staffing based on workload fluctuations
  • Establish best practices for performance tracking, invoicing, project reviews, and client deliverables
  • Direct team quality and performance for timely and accurate project reviews
  • Coordinate program-level reporting, invoicing, forecasting, KPI tracking, performance management, deliverable validation, quality reviews, and corrective action plans
  • Prepare and support internal and external team meetings using quantitative and qualitative inputs; host meetings and document action items
  • Coordinate rebate processing and ensure timely customer and subcontractor payments
  • Generate deliverables for regulatory filings, reports, and presentations
  • Coordinate portfolio inputs and approvals
  • Maintain shared files, resources, program documents, workflow documents, and process guides
  • Develop portfolio-level performance forecasts and trend analysis
  • Draft and compile client program awards and coordinate accurate program promotions with marketing
  • Ensure programs perform as expected and explain forecasted variances
  • Present performance metrics to internal and external stakeholders
  • Review and approve large projects and projects above incentive thresholds
  • Coordinate IT/reporting requirements and assist with JIRA ticketing
  • Field subcontractor requests and assist with monthly data verification
  • Ensure standard operating procedures are followed by internal team members
  • Manage team bandwidth and adjust staffing strategies as needed

Requirements

What you’ll need
  • Applicants must be in the Pacific Time Zone to be considered; Arizona applicants are preferred
  • Bachelor's Degree (or applicants can substitute one year of related experience for one year of education)
  • 3+ years of professional experience in program operations, business analysis, financial analysis, reporting, analytics and/or related field
  • Knowledge of the utility market, specifically energy efficiency, demand response, and distributed energy resource programs and markets
  • Certifications related to operational excellence such as PMP or Six Sigma and/or industry-specific certificates such as LEED, BPI, or RESNET
  • Project management experience
  • Experience with Power BI or similar data visualization tools, Power Automate, and Excel macros
  • Program implementation, operations management, and performance tracking across multiple portfolios
  • Team leadership, coaching, employee development, and performance management
  • Business process improvement, workflow optimization, and operational documentation
  • Data analysis, forecasting, reporting, and KPI management
  • Project management, quality assurance, and stakeholder communication
  • IT coordination, systems support, and workflow management
  • Advanced Microsoft Excel skills with strong analytical capability and attention to detail
  • Excellent communication, collaboration, and relationship-building skills across internal teams, clients, and stakeholders
  • Strong organizational skills, professionalism, sound business judgment, and ability to manage multiple priorities while maintaining confidentiality
