About the role
Key responsibilities & impact- Manage federal grants and construction activities supporting Colorado DOLA disaster recovery and mitigation efforts
- Provide expert services focused on construction, inspections, cost estimating, and environmental requirements
- Lead construction oversight and quality control for CDBG-DR/CDBG-MIT housing rehabilitation, reconstruction, and new construction
- Coordinate with state and local officials, environmental teams, program managers, authorities having jurisdiction, and community stakeholders
- Develop SOPs for construction standards, environmental hazard mitigation, green/resilient building strategies, and field QA/QC
- Support contractor scoring, selection, performance monitoring, and procurement processes
- Manage training staff and facilitate training sessions and technical assistance workshops
- Resolve construction issues and homeowner concerns while maintaining complete project documentation
- Manage reviews of environmental requirements and incorporate them into scopes of work
- Interpret and apply HUD requirements, local building codes, green building standards, and program policies
- Manage client contracts and work orders; monitor profitability and allocate resources
- Confirm permitting, code editions, inspections, wildfire resiliency, energy, floodplain, elevation, and flood-resistant design compliance
- Support Duplication of Benefits determinations under Section 312 of the Stafford Act
- Review and approve change orders and document cost reasonableness
- Maintain construction files for HUD monitoring, state audits, and OIG review
- Support DRGR data entry, quarterly performance reporting, and construction closeout documentation
- Provide programmatic and contractual support at community events and travel to project sites as required
Requirements
What you’ll need- Bachelor’s degree in Construction Management, Engineering, Architecture, or a related discipline
- 5+ years of experience managing federally funded construction programs, specifically CDBG-DR/CDBG-MIT housing recovery programs
- Experience managing large-scale residential construction programs in Colorado, including floodplain, high-wind, and wildland-urban interface compliance
- Strong understanding of HUD requirements, locally adopted Colorado building and energy codes, green building standards, and Section 3/MBE/WBE participation goals
- Demonstrated leadership managing multidisciplinary teams
- Familiarity with cost reasonableness review, Xactimate or RSMeans estimating tools, and Davis-Bacon compliance
- Proficiency in Microsoft Office Suite, particularly Excel, and project management platforms such as Smartsheet, QuickBase, or Salesforce
- Knowledge of HUD-funded construction programs and CDBG-DR cross-cutting requirements
- Knowledge of Colorado building, fire, residential, green, energy, wildfire resiliency, accessibility, floodplain, procurement, environmental, and construction codes and regulations
- Proficiency reading residential and commercial building plans
- Ability to work across multiple projects simultaneously
- Experience overseeing subrecipients, local government partners, and third-party inspectors
- Ability to obtain and maintain locally required contractor, inspector, or trade registrations
- Ability to pass a background check
- Valid driver’s license and ability to travel to project sites across Colorado, including in winter driving conditions and at elevation
- ICC certification, CCM, PMP, OSHA 30-Hour, EPA Lead Renovation, Repair and Painting, or other listed credentials preferred
- Professional working proficiency in Spanish preferred
