About the role

Key responsibilities & impact
  • Execute open-source policy research, document reviews, and data analysis for local hazard mitigation planning and grant application development
  • Scope and manage resilience and hazard mitigation grants in accordance with policy requirements, guidelines, and best practices
  • Support technical leads in developing hazard mitigation, long-term recovery, and resilience strategies
  • Develop grant funding roadmaps for project implementation
  • Draft grant applications, grant funding strategies, checklists, reports, and dashboards
  • Develop agendas and presentations for clients and other contractors
  • Assist with business development through proposal writing, white papers, opinion pieces, and marketing support
  • Interface directly with clients and collaborate with colleagues, clients, and other contractors

Requirements

What you’ll need
  • Bachelor’s degree in Planning, Public and/or Environmental Health or Policy, Economics, or similar field
  • 2+ years of experience conducting research, performing data analysis, and developing products such as state and/or local policy reviews, resilience or mitigation planning documents, standard operating procedures, and grant applications
  • 2+ years of experience writing and managing federal resilience or mitigation grants
  • Able and willing to travel by flight and vehicle for program needs
  • Valid U.S. Driver’s License and ability to successfully pass a Motor Vehicle Records check
  • Master’s degree in Planning, Public and/or Environmental Policy, Economics, or similar field preferred
  • Experience with EPA State Revolving Fund, FEMA Hazard Mitigation Assistance, or HUD CDBG-DR and/or MIT programs, including FEMA BCA Toolkit
  • Grant writing and grant management experience for complex infrastructure projects or housing programs
  • Experience managing client and project manager expectations and coordinating with federal and state funding agencies
  • Experience with Geographic Information Systems (GIS) and FEMA’s Hazus Program
  • ASFPM Certified Floodplain Manager (CFM) preferred
  • Excellent time management and prioritization across multiple projects with short-term deadlines
  • Experience working directly with clients and senior project leads
  • Strong attention to detail and organization
  • Ability to provide constructive feedback and formulate creative and strategic solutions
  • Excellent written and verbal communication skills
  • Intermediate proficiency in MS Office Suite (Word, Excel, Outlook, PowerPoint)
  • Ability to develop complex client-ready documents, analytical tools, executive presentations, reporting dashboards, and workflow solutions
