About the role

Key responsibilities & impact
  • Participate in short- and long-term engagements supporting federal clients developing policies and crafting regulations
  • Explain rulemaking rationale to interested parties and support implementation of regulatory requirements
  • Support federal agency efforts to transparently manage and analyze public comments on proposed rules
  • Assist in drafting and editing federal agency rulemaking documents and developing style guides
  • Immerse oneself rapidly in varied projects for multiple clients
  • Provide verbal and written progress updates to project staff
  • Synthesize information from rulemaking documents, literature, and technical reports
  • Develop recommendations by collecting and analyzing qualitative and quantitative data
  • Draft reports and presentations
  • Interact with clients to discuss ICF’s analysis

Requirements

What you’ll need
  • Master’s Degree or JD
  • Or, Bachelor's degree plus minimum 2 years relevant experience in public policy, government, environmental science, natural or physical science, political science, or related subjects
  • U.S. Citizenship is required per federal contracts
  • Ability to obtain and maintain a moderate-level government security clearance
  • Understanding of the federal rulemaking process
  • Strong analytical, problem-solving, organizational, time management, and decision-making skills
  • Ability to prioritize and work on multiple projects under strict deadlines in a fast-paced environment
  • Excellent written and oral communications skills
  • Strong attention to detail and collaborative team-oriented approach
  • Proficiency in MS Office (Word, Excel, Outlook, PowerPoint)
  • Proficiency in one or more general AI assistants (e.g., MS Copilot, Gemini, Claude, ChatGPT)
