About the role

Key responsibilities & impact
  • Lead technology modernization efforts across global health and survey programs
  • Own end-to-end delivery of the program's AI innovation portfolio
  • Lead workstreams covering automated data-to-report production, natural-language data access, multilingual questionnaire design, field data quality, and new measurement approaches
  • Run the stage-gate process, lead go/no-go reviews, stop underperforming workstreams, publish learnings, and reallocate funding
  • Serve as principal technical counterpart to the funder
  • Lead progress reporting and learning reviews
  • Manage portfolio, schedule, risks, inference costs, and cloud operating costs with the project manager
  • Coordinate across global development programs and technology partners
  • Act as technical lead and architect for a cluster of workstreams
  • Own system design, write design documents, and remain hands-on through prototyping and production
  • Define quantitative quality thresholds and acceptance criteria with survey experts
  • Set architecture and engineering standards for model routing, privacy-preserving design, offline deployment, low-connectivity deployment, and security
  • Establish engineering practices including specification-driven development, agentic coding tools, evaluation-first delivery, code review, and testing
  • Protect data quality and comparability across countries and over time
  • Oversee responsible AI, data governance, ethics, ICF security standards, IRB requirements, and partner-country data sovereignty
  • Lead and mentor applied AI, software, ML, and platform engineers
  • Bridge technology and survey expertise across methodologists, statisticians, field teams, and engineers
  • Work with national statistical offices and ministries of health to design deployable tools
  • Share results through public documentation, publications, and technical and global health conferences
  • Contribute to client engagement, white papers, and proposal development

Requirements

What you’ll need
  • Bachelor's degree in IT, Engineering, Information Systems, or a related technical field, or equivalent experience
  • Minimum 10 years of professional experience designing and delivering technology solutions
  • Hands-on architecture of multiple complex systems taken into production
  • Minimum 5 years leading and mentoring software or data engineering teams
  • Track record of architecting and delivering AI/ML or LLM-powered systems in production
  • Experience leading a multi-workstream technology program for a foundation, donor, or government client, with accountability for budget and results
  • Deep knowledge of system architecture, data pipelines, software development methods, and at least one major cloud platform such as AWS, Azure, or Google Cloud
  • Hands-on familiarity with agentic coding tools and specification-driven development
  • U.S. citizenship required by federal government contract
  • Working proficiency in French or Portuguese preferred
  • Experience in survey operations, data collection, global health or international development, low-connectivity field systems, national statistical offices or ministries of health, stage-gated R&D, quantitative AI/data acceptance thresholds, multi-country data governance, cybersecurity, publications, or conference presentations preferred
  • Advanced degree in computer science, statistics, demography, public health, or a related field preferred
  • Excellent communication and presentation skills
  • Ability to work across technical and non-technical stakeholders and cultures
