About the role

Key responsibilities & impact
  • Develop product portfolios for all IEHP lines of business: Covered California, Medicare Advantage, Dual-eligible Special Needs Plans (D-SNP), and Group products
  • Manage the product development lifecycle
  • Drive projects to conduct market analyses and provide research and analysis to executives and leaders
  • Work collaboratively to articulate strategy recommendations and monitor key product metrics
  • Support product implementation and strategic initiatives to meet membership growth objectives
  • Design products using industry research, historical product performance, stakeholder feedback, and market trends
  • Ensure products align with IEHP’s Mission, Core Values, Strategic Priorities, regulations, contractual and licensing requirements, accreditation, and departmental business requirements
  • Lead ideation, planning, and implementation of new or enhanced benefits, products, programs, or pilots
  • Develop, design, and manage product lifecycle activities and strategic initiatives
  • Develop product roadmaps, define scope and prioritization, and collaborate cross-functionally on execution
  • Identify execution risks, manage project changes and scope, and recommend mitigation and contingency plans
  • Lead annual product launches, coordinating with sales, marketing, growth, retention teams, vendors, and frontline staff
  • Deliver benefit training, explain benefit design, and oversee member materials and sales and marketing collateral
  • Develop training materials and conduct annual and ongoing product training
  • Coordinate product modifications and updates with divisions and departments
  • Cultivate organization-wide relationships to identify, assess, and prioritize initiative impacts
  • Build and oversee the product manager team; provide training and skills development
  • Hire, train, and manage support staff; monitor outcomes and conduct performance reviews
  • Perform other duties required to support Health Plan operations and department business needs

Requirements

What you’ll need
  • A minimum of eight (8) years of experience leading health benefit plan development / implementation
  • Experience with health plan operations
  • Experience working within a matrix structure to deliver results
  • Product management, strategic planning, and project management experience with demonstrated success of launching products via product lifecycle (concept ideation through launch) while leading cross functional collaborative teams
  • Bachelor’s degree from an accredited institution, or a minimum of four (4) years of additional relevant work experience in lieu of the required degree
  • Advanced knowledge of Medicare Advantage, D-SNP, and other government programs, health plans development, management, and implementation principles and practices
  • Health plan operations and regulatory and compliance requirements for Medicare Advantage & D-SNP, with a strong working knowledge of Covered California and commercial products
  • Knowledge of all IEHP’s current products
  • Knowledge of competitive landscape to develop market strategies
  • Product development life cycle (PDLC) discipline
  • Excellent interpersonal and motivational skill
  • Excellent organizational skills and attention to detail
  • Excellent communication skills, both verbal and written
  • Skilled at Microsoft Office programs including Word, Excel, PowerPoint, Outlook, Access, and Project
  • Proven ability to collect, analyze and recommend solutions using data and experience driven decisions
  • Ability to work in a complex, rapidly evolving environment which requires high-level initiative
  • Ability to make quick adjustments to project deadlines or assignments
  • Ability to work independently and collaboratively within a team environment
  • Ability to effectively prioritize and manage multiple projects with competing deadlines
  • Ability to apply knowledge and guide self
