About the role
Key responsibilities & impact- Support the NOAA Office for Coastal Management in meeting responsibilities under the Deep Seabed Hard Mineral Resources Act
- Maintain federal records and files under the Government’s direction
- Gather data and draft technical summaries for NOAA, Department of Commerce, or Congressional requests
- Provide high-quality information and talking points regarding OCM activities and partnerships
- Assist with rollout plans communicating major decisions or activities
- Generate customized, accurate, and up-to-date responses to inquiries about OCM program actions and expenditures
- Review DSHMRA exploration license and commercial recovery permit applications against technical, statutory, and regulatory criteria
- Provide sufficiency reports to federal staff
- Develop draft Federal Register notices
- Assist with coordinating virtual public hearings and gathering public comment
- Synthesize, sort, and format public comments for NOAA federal staff and General Counsel
- Support review and collection of responsive records for FOIA requests
- Track and process regulatory clearance packages
- Coordinate between NOAA technical experts and NOAA OGC
- Maintain a centralized tracking matrix for active DSHMRA regulatory clearance packages
- Document milestones from initial application through final interagency disposition
- Review draft regulatory packages for administrative completeness
- Compile scientific attachments, maps, and geospatial datasets for NOAA OGC submission
- Monitor, log, and distribute follow-up action items from legal reviews or interagency consultations
Requirements
What you’ll need- Bachelor’s Degree from an accredited institution in marine science, oceanography, environmental policy, or a closely related discipline
- Professional experience drafting technical communications to support federal or Congressional requests
- Experience synthesizing public comments
- Experience analyzing statutory criteria for regulatory applications
- Experience preparing written policy analysis documents, regulatory summaries, briefing papers, or decision-support materials
- Strong written communication skills
- Ability to produce high-quality written products on short timelines
- Experience reviewing technical or policy documents and providing clear and concise written feedback
- Ability to manage multiple priorities
- Ability to work effectively in a fast-paced, collaborative environment
- Must be located within commuting distance of Silver Spring, such as the DC area
- Must upload a cover letter, resume, undergraduate transcript, and a solely authored writing sample of no more than five pages including technical information/analysis
