About the role

Key responsibilities & impact

Develop roadmap, design, and implementation strategy for an Oracle SaaS Fusion ERP Finance and Accounting environment supporting A2R and USSGL
Provide enterprise-level systems engineering leadership for USSGL/ATM and A2R solutions across Oracle EBS and external asset/logistics systems such as ELMS/DPAS
Lead end-to-end systems engineering across Oracle EBS Projects, Fixed Assets, Inventory, and GL, plus external logistics platforms
Define and oversee integration architecture for asset data flows between logistics and financial systems, including real-time and batch interfaces
Enable traceable asset lifecycle processing from acquisition through CIP/WIP, capitalization, depreciation, and retirement
Establish enterprise data models and integration frameworks for asset valuation, cost accumulation, and transfer
Lead design and implementation of Global Capitalization Interface and automation for bulk capitalization and journal processing
Reduce manual processes, material misstatements, and timing delays in asset accounting
Ensure compliance with DoD financial and logistics standards and audit requirements including FIAR
Lead resolution of integration issues and data inconsistencies across systems
Guide development teams on RICE-FW integration patterns, interface controls, and data validation mechanisms
Lead system integration testing strategy and performance validation
Support audit readiness, reconciliation, and reporting accuracy
Provide leadership for Agile/SAFe and DevSecOps adoption

Requirements

What you’ll need

Must be eligible to obtain a U.S. Government SECRET / TOP SECRET Clearance
U.S. Citizenship required for basic federal clearance requirements
Clear criminal history check
No recent or pending bankruptcies
Ten (10) years of experience with systems engineering and software development
Proficiency in Oracle EBS R12 or higher platform
Hands-on experience transforming traditional Oracle EBS on-premise and OCI environments into an Oracle Fusion Cloud ERP Application environment
Experience implementing Oracle Accounting Hub (OAH)
Relevant certification from a nationally recognized technical authority
Strong experience with Oracle EBS (Projects, Fixed Assets, Inventory) or similar ERP systems
Experience with system integration and enterprise data flow design
Experience designing and integrating asset management and financial systems
Experience with data modeling, interface design, large-scale system integration, and BI/reporting tools for asset and financial analytics
Understanding of asset lifecycle processes (A2R, CIP/WIP, capitalization)
Experience ensuring data accuracy, auditability, and traceability
Experience working with Oracle Cloud Infrastructure (OCI) environments, including AI/ML Cloud tools, DISA AWS, and Google GovCloud (preferred)
Experience working in Agile/SAFe and DevSecOps environments
Excellent oral and written communication skills
Experience with DAI / Oracle Federal Financials (preferred)
Familiarity with DPAS / ELMS or other APSR systems and DLMS, CTAS, or DoD logistics standards (preferred)
Experience designing capitalization automation and asset accounting integrations (preferred)
Understanding of FIAR audit requirements and NFR remediation (preferred)
