About the role

Key responsibilities & impact
  • Lead deployment and adoption of the Comprehensive Cost and Requirements (CCaR) System across Department of the Army PAE and subordinate CPE organizations
  • Serve as the single accountable manager for task order performance and delivery outcomes across cost, schedule, and performance baselines
  • Establish project governance, reporting cadences, and performance management processes aligned with contractual and PWS requirements
  • Deliver Monthly Status Reports covering activities versus plan, personnel status, milestones, CLIN projections, labor category hours, limitation of funds notices, and risk register updates
  • Convene recurring customer-focused meetings with Government leadership
  • Maintain real-time visibility into cost, schedule, performance, and risk
  • Identify risks, issues, and dependencies and drive resolution through mitigation strategies and corrective actions
  • Present program status, performance metrics, and decision options through regular and on-demand briefings
  • Serve as primary contractor interface with the AAS COR and ASA-ALT TPOC
  • Demonstrate CCaR capabilities to customers and working-level users
  • Facilitate stakeholder communications and support CCaR user onboarding and adoption
  • Direct cross-functional contractor teams operating across multiple locations and work arrangements
  • Oversee staffing plans, schedules, deployment, financial-process mapping, CCaR configuration, data integration, and training
  • Ensure successful onboarding of users across Army PAE organizations
  • Advise leadership on policy updates, governance structures, and implementation memos
  • Support alignment with DoW and Army financial management policies
  • Drive standardization of budget and execution data, reporting, and analysis
  • Establish executive operating rhythms, including budget reviews, execution reviews, and budget drills
  • Capture user feedback and operational insights to identify performance trends and improvement opportunities
  • Collaborate with product and engineering teams to translate field insights into product capabilities

Requirements

What you’ll need
  • Minimum of a Master’s degree from an accredited college or university in business management, engineering, computer science, economics or another related discipline
  • Minimum of ten (10) years of Department of War/Department of the Army program management experience
  • Minimum of five (5) years of recent experience managing programs or supporting Department of War financial activities within the last seven (7) years
  • Active PMP, PgMP, or equivalent project/program management certification from a recognized credentialing organization required
  • Proven record of leading customer programs for complex, mission-critical software solutions within defense, federal, or enterprise environments
  • Experience managing complex, multi-stakeholder programs in a Government contracting environment with COR/TPOC accountability
  • Comprehensive knowledge of the DoW/Army Planning, Programming, Budgeting, and Execution (PPBE) process
  • Hands-on experience with defense business and accounting systems, including GFEBS or comparable systems
  • Strong understanding of QASP compliance, QM scoring, and performance-based contracting standards
  • Experience with contractual performance, quality assurance compliance, defined scope, schedule, and cost baselines
  • Proficiency producing Government-quality status reports, briefings, and formal correspondence
  • Experience with issue escalation, corrective action planning, and problem resolution
  • Willingness and ability to support onsite requirements at government or customer locations as needed
  • Must meet additional eligibility requirements for access to classified information or materials
  • U.S. citizenship required

  • Must be able to sit, type, hear, see, and speak for extended periods
  • Must consistently work and type on a computer for prolonged periods
  • Must communicate accurate information and ideas effectively
  • Must be able to lift/carry at least 15 lbs
  • Normal work schedule may vary Monday through Friday; additional hours and/or weekends may be required
