About the role
Key responsibilities & impact- Prepare an inception note confirming the downstream stage under review for Zambia, Brazil, and Guinea, the consistent incentive taxonomy, impact metrics, and time horizons
- Document tax and non-tax incentives received or available in each country and assess their role relative to other project determinants
- Compile inventories of incentives from mining codes, tax legislation, investment and industrialization laws, and special economic zone regimes
- Document each incentive’s legal basis, granting authority, eligibility criteria, conditions, and administrative and monitoring arrangements
- Identify and map actual downstream projects that are built, under construction, planned, or abandoned
- Gather fiscal and economic data, including revenue foregone, capital investment, employment, and raw versus processed mineral export shares
- Flag data gaps and explain how they were addressed
- Conduct stakeholder consultations with relevant government ministries, revenue authorities, investment agencies, state mining companies, and private operators
- Draft a comparative practice note with three country cases, a synthesis chapter, and limitations of comparability
- Revise the draft following internal IGF review and relevant country-authority feedback
- Deliver an inception note, literature review, international comparative summary, country incentive inventories and project mappings, stakeholder questionnaire, and first and final report drafts
Requirements
What you’ll need- Experience with mining fiscal policy, tax expenditure analysis, or downstream mineral processing
- Appropriate work authorization for the location where the applicant expects to be based
- Submissions must be in English
- CV detailing relevant experience
- One-page expression of interest including proposed approach and, if applying as a team, coverage of the three countries by team member
