About the role
Key responsibilities & impact- Own the DHS account growth strategy and plan to retain revenue, win recompetes, and expand the portfolio through new awards
- Coordinate with the Chief Growth Officer, capture managers, BD leads, and growth team as account-level executive sponsor on pursuits
- Develop and execute recompete strategies for contracts approaching expiration
- Identify partnership, teaming, and joint venture structures to bridge revenue during portfolio conversion
- Identify adjacent revenue opportunities inside DHS
- Build relationships across the DHS customer base with technical and mission leadership
- Own full P&L accountability, including cost management, margin performance, and financial forecasting
- Monitor revenue, burn rates, utilization, and indirect rates
- Partner with Finance on forecasting, budgeting, and variance analysis
- Ensure contract profitability and successful execution on time, on budget, and in compliance with deliverable requirements
- Ensure strong CPARS performance
- Lead contract start-up, transition, and ramp-down activities
- Manage portfolio risk and escalate proactively
- Align technical execution with customer expectations and growth objectives
- Support corporate quality, governance, and compliance activities aligned with ITC’s ISO and CMMI certifications
- Establish ITC as the preferred full-and-open IT partner across key DHS components
- Build and cultivate an ecosystem of large integrators, niche technology firms, and small businesses
- Represent ITC with senior government stakeholders and serve as the company’s face in the DHS market
- Report directly to the CEO and operate with a high degree of autonomy
Requirements
What you’ll need- 10+ years of direct experience in federal IT contracting
- Meaningful DHS account experience; ICE, USCIS, CBP, USCG, or TSA strongly preferred
- Demonstrated success leading full-and-open captures as the executive-level owner, from strategy through award
- Deep experience managing contract portfolios including IDIQs, task orders, and prime contracts, both as prime and as sub
- Strong financial acumen, including P&L management, program financial analysis, accurate forecasting, and management-level reporting
- Proven ability to win recompetes and grow accounts under competitive pressure
- Technical background in IT infrastructure, cloud computing, application development, cybersecurity, or related disciplines
- Experience navigating small business set-aside portfolios and transitioning contracts to full-and-open competition
- Established DHS relationships
- Entrepreneurial operating style and ability to prioritize under uncertainty
- Ability to address performance issues, push back on customers, and navigate difficult teaming dynamics
- Proven self-starter able to operate independently with full autonomy
- Bachelor’s degree required
- Master’s degree preferred
- Experience with alternative acquisition vehicles such as SBIRs, CSOS, or OTAs preferred
- Experience structuring teaming agreements and joint ventures in competitive federal markets preferred
